Tesis ini membahas tentang pelaksanaan program pelayanan luar lembaga di Pusat Pengembangan Pelayanan Sosial Anak (P3SA) serta melihat kendala yang ditemukan dalam pelaksanaanya. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa program pelayanan luar lembaga merupakan program yang ada karena adanya kebijakan Standar Nasional Pengasuhan Anak (SNPA). Dalam pelaksanaannya ditemukan kendala dalam hal sumber daya manusia, sistem pendampingan, dan kebijakan yang terkait dengan program, dan menyarankan agar P3SA/SDC lebih jauh lagi terlibat dalam pendampingan kepada penerima manfaat terutama dalam pelaksanaan FDS dan CDS yang merupakan kegiatan utama dari program pelayanan luar lembaga.

ABSTRACT
This thesis discusses the implementation of an external service program at the Child Development Center of Social Services (SDC) and see the constraints that are found in practice. This study is a qualitative research with descriptive design . The results showed that an external service program is an existing program because of the policy of the National Childcare Standards. Found in the implementation constraints in terms of human resources , guidance systems , and policies related to the program , and suggested that P3SA / SDC further involved in the assistance to the beneficiaries , especially in the implementation of the FDS and CDS which is the main activity of the service program outside the institution ,, This thesis discusses the implementation of an external service program at the Child Development Center of Social Services (SDC) and see the constraints that are found in practice. Skripsi ini membahas mengenai gambaran relasi sosial pada lanjut usia dalam mencapai penuaan yang sukses. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan jenis penelitian deskriptif. Terdapat 6 informan dalam penelitian ini dengan variasi jenis kelamin laki-laki dan perempuan, serta variasi usia young-old dan old. Hasil dari penelitian ini adalah lanjut usia yang memiliki relasi sosial di masa tua dapat mengaktualisasikan dirinya kepada orang lain dan terus produktif meskipun mengalami kemunduran fungsi fisik dan kognitif. Dengan memiliki relasi sosial, lanjut usia juga dapat memberikan dukungan sosial kepada orang lain sehingga membuat diri lanjut usia merasa berguna dan dibutuhkan oleh orang lain.

ABSTRACT
This undergraduate thesis discusses the description of social relationships owned by the elderly in achieving successful aging. The research used in this research is qualitative approach with descriptive type. There were six informants in this study with male and female of gender variations, and also young old and old 39 old 39 of age variations. The results of this study are the elderly who have social relations can actualize him herself to others and continue to be productive although the decline in physical and cognitive functions. By having social relationships, elderly people can also provide social support to others so that making themselves elderly feel useful and needed by others.
