Abstrak :
The article discusses that various supports have been made available to agricultural sector, especially for rice under the framework of AoA WTO. The article also explore the domestic support methodology for calculating Total AMS (aggregate measure support) and de minimis for rice. Expenditure for general services has increased significantly after 1999. Most of the support under Green Box was designed for domestic food aid. Market price support for rice has continued to increase since 1999, however, de minimis level stood on average 6% p.a. in the period of 1998-2002. The implication is if the market price support for rice depends heavily on the domestic cost of paddy production and ignores the border price, this support can be beyond the de minimis level. De minimis above 10% for LDC is believed distorting the production and trade, and should go under Amber Box.

Abstrak :
The study aimed to review on access, control and networking strengthening of the Joint of Business Group (KUB) fishermen and fisherwomen in managing fisheries resources through Business Development Program of Mina Rural Area (BDPMRA). Descriptive qualitative approach is applied. Data collection is done through FGD, observations and in depth interviews to explore deeply the existing problems. The results showed the weaknesses of gender disaggregated data and monitoring system, lack of data based on the needs assessment, and no government affirmation lead to the lower level of women participation in access and control over BDPMRA program. In addition, the program still marginalizes vulnerable groups of the coastal communities. Nevertheless, the participation of the groups was symbolic at the beginning, it develops into advanced category under the assistance of the instructors or trainers, and finally it can be categorized into self help groups. Networking strengthening through BDPMRA still proceed to developed groups of fishermen and fisher women become independent. Optimizing program measured only by administrative values will result in no change in the position and status of fisherwomen. They are still vulnerable to be subordinated and marginalized community groups. The networking self group of fishenivomen and local entrepreneurs should be strengthened through the establishment of joint venture group that can be used as a learning medium to produce marketable commodities.
