ABSTRACT
Coral reef cover has been conducted observations using the Line Intercept Transect (LIT), and methods of Under water Fish Visual Census (UVC) to determine the type of fish Observation of the condition of coral reefs and reef fish is done in shallow water which is 3-6 depth in ten-point observation station. Based on direct observtion, the general condition of coral reef in Wangi-wangi Island is classied into the category from moderate to good. The average peresentage of live coral cover (life form) at the base station to station 10 is 64,61%. Water temperature ranged from 25 until 29oC, Salinity 34-36?, Brightness reaces the bottom; diversity index (H?) ranged from 3,2 to 3,6. Uniformity index (E) at te bottom waters ranged from 0,83 to 0,91. Dominance Index (C) ranged from 0,09 to 0,14. Reef fish diversity index ranged from 2,96 to 3,97, Uniformity index (E) reef fish ranged from 0,55 to 0,97. Valve dominance index (C) ranged from 0,04 to 0,17. ABSTRAK
Hiu adalah predator tingkat atas di ekosistem laut, sehingga hiu mempunyai peranan penting sebagai hewan pengontrol populasi di ekosistem laut. Status sumberdaya hiu di dunia terancam punah akibat kelebihan tangkap (overfishing). Penelitian ini bertujuan untuk menganalisa status, peluang dan tantangan pengelolaan hiu di Indonesia berbasis ekosistem. Penelitian menggunakan metode kualitatif, pembahasan secara deskriptif dan didukung dengan purposive sampling. Hasil penelitian menunjukkan bahwa Indonesia adalah Negara terbesar penghasil hiu di dunia. Sebagian besar produk perikanan hiu di Indonesia di hasilkan dari hasil tangkapan sampingan (72 %), dan hanya 28 % perikanan dihasilkan sebagai target tangkapan Utama. Saat ini sumberdaya perikanan hiu di Indonesia mengalami penurunan, dengan penurunan CPUE hingga 26-50% dibanding dengan hasil tangkapan 10 tahun yang lalu. Dari hasil penilaian performa indikator EBFM, hasil performa per domain perikanan hiu Indonesia adalah sebagai berikut : domain sumber daya ikan adalah buruk; domain habitat dan ekosistem adalah sedang; domain aspek teknis dan alat tangkap ikan adalah buruk; domain sosial adalah sedang; domain ekonomi adalah sedang; dan domain kelembagaan adalah sedang. Hingga saat ini belum ada peraturan perundangan yang mengatur spesifik perikanan hiu di Indonesia. Namun, instrument kebijakan yang dimiliki Indonesia saat ini sudah cukup untuk membuat pengelolaan hiu. Pengelolaan hiu berbasis ekosistem dapat menjadi landasan terbaik saat ini di Indonesia.
ABSTRACT
As high-trophic level predators, sharks play important role in marine ecosystem, especially in controlling fish population. In recent years, the status of worldwide shark stock is overfished and nearly extinct. In that regard, this research aims to analyse status, opportunities and threats of ecosystem-based fisheries management for sharks in Indonesia. The method used is qualitative one; the data and finding are provided in descriptions supported by purposive sampling. The result shows that Indonesia is one of the biggest global shark producers. In Indonesia sharks are mostly captured as bycatch (72%), only 28% considered as target species. Nowadays, Indonesian shark stock decreases, it is indicated through downward CPUE from 26% to 50% if compared catch in the last 10 years. Through outcomes of EBFM performance indicator assessment, the performance of Indonesian shark fisheries classified per domain can be concluded as follows: fish stock domain is low, habitat and ecosystem domains are medium, technical aspects and fishing gears domain are low, social domain is medium, economical domain is medium and institutional domain is medium. Up to now, Indonesia doesn?t have laws in place which specifically regulate shark fisheries. Yet, the existing policy instruments are quite sufficient to manage shark fishing in Indonesia. In summary, ecosystem-based fisheries management is the best current method, tool and arrangement that can be directly incorporated into the policy instruments to develop proper management system for shark fisheries in Indonesia.
