Nama : Lutfiyah RizqullohProgram Studi : Ilmu Kesehatan MasyarakatJudul : Faktor Penentu Intensi Melakukan Whistleblowing System PadaAparatur Sipil Negara di Kementerian Kesehatan Tahun 2018Anggaran dibidang kesehatan dari tahun ke tahun mengalami peningkatan sehinggamemungkinkan untuk terjadinya tindak pidana korupsi. Whistleblowing system mampusecara efektif mengubah aktivitas tindakan tidak etis di organisasi. Penelitian inibertujuan mengetahui faktor penentu intensi melakukan whistleblowing system padaAparatur Sipil Negara di Kementerian Kesehatan dengan melihat persepsi pegawaiterhadap komitmen organisasi, budaya organisasi, perlindungan hukum whistleblower,sikap profesionalisme, pelaporan internal, pelaporan eksternal, anonim, dan hotline.Melalui pendekatan kuantitatif dengan desain Cross Sectional, pengambilan sampelmenggunakan probability sampling dengan teknik proportionate random sampling.Responden penelitian sebanyak 98 orang dari Direktorat Jenderal Pelayanan Kesehatan,Badan Pengembangan dan Pemberdayaan Sumber Daya Manusia Kesehatan, DirektoratJenderal Pencegahan dan Pengendalian Penyakit, dan Direktorat Jenderal Kefarmasiandan Alat Kesehatan. Analisis data dilakukan dengan chi square dan regresi logistik. Hasilpenelitian mendapatkan bahwa intensi melakukan whistleblowing system pada pegawaiAparatur Sipil Negara di Kementerian Kesehatan berhubungan dengan persepsi pegawaiterhadap komitmen organisasi, budaya organisasi, sikap profesionalisme, perlindunganhukum whistleblower, pelaporan internal, dan hotline. Persepsi pegawai terhadappelaporan eksternal dan anonim tidak berhubungan dengan intensi melakukanwhistleblowing system pada pegawai Aparatur Sipil Negara di Kementerian Kesehatan.Sebaiknya Inspektorat Jenderal Kementerian Kesehatan melakukan reformasi pelaporandari website menjadi aplikasi WBS Kemenkes untuk memberikan kemudahan dalammengakses dan penggunaan, serta membuat Standard Operating Procedure SOP perlindungan hukum whistleblower untuk memperjelas perlindungan whistleblower.Kata kunci:Whistleblowing system, perlindungan hukum, whistleblower, sikap profesionalisme,pelaporan internal

Whistleblowing system capable of effectively revamp the unethicalactions of the activities in the organization. The presence of this research aims to knowthe determinants of intention whistleblowing system at State Civil Apparatus of in theMinistry of Health to look at the perception of employees on organizational commitment,organizational culture, protection whistleblower, an attitude of professionalism, internalreporting, external reporting, anonymous, and hotlines. Through quantitative approachwith the design using Cross Sectional, sampling using a probability sampling techniquewith proportionate random sampling. The respondents of the research as much as 98people at the Directorate General of Health Services, The Development andEmpowerment of Human Resources for Health, Directorate General of Disease Controland Prevention, and the Directorate General of Pharmaceutical and Health tools with dataanalysis using chi square and logistic regression. The results obtained that intentionwhistleblowing system to employees of the State Civil Apparatus in the Ministry ofHealth is related to employee perception of organizational commitment, organizationalculture, an attitude of professionalism, protection whistleblowers, internal reporting, andhotlines. Employee perceptions of external and anonymous reporting are not related tothe intention of whistleblowing system to employees of the State Civil Apparatus in theMinistry of Health. We recommend that the Inspectorate General of the Ministry ofHealth reform the reporting from the website into the application of WBS Kemenkes togive ease of access and usage and make Standard Operating Procedure to legal protectionwhistleblowers to clarify the protection of whistleblowers.Key words Whistleblowing system, legal protection, whistleblower, professionalism attitude,internal reporting

Abstrak :
Tesis ini menganalisis penyelenggaraan komunikasi publik bidang kesehatan terhadap kontroversi Pekan Kondom Nasional Tahun 2013 (PKN 2013) ditinjau dari aspek yuridis dan komunikasi krisis. Kontroversi PKN 2013 dipicu beredarnya isu pembagian kondom gratis dan bus kondom yang menimbulkan penolakan publik. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi deskriptif melalui content analysis, studi dokumentasi, dan wawancara mendalam. Hasil penelitian menunjukkan kurang terbukanya badan publik (Kemenkes, KPAN, dan DKT Indonesia) menginformasikan PKN 2013 dan reaktifnya sikap pihak pemerintah mengelola komunikasi krisis PKN 2013. Hasil penelitian menyarankan meregulasi kebijakan komunikasi publik dua arah yang proaktif. ......This thesis analyzes the implementation of public communication in health sector to the controversy of National Condom Week in 2013 (NCW 2013) in term of juridical aspect and crisis communication. The controversy of NCW 2013 was triggered by the spread of the issues of free condom distribution and condom bus that cause public rejection. This research is qualitative approach with descriptive study design. The results showed lack of transparency in public bodies (Ministry of Health, National AIDS Commission, and DKT Indonesia) to inform NCW 2013 and reactive attitude of the government to manage the crisis communication of NCW 2013. The researcher suggests regulating the two-way public communication policy that is proactive.
