"Human trafficking, woman and children, in Indonesia keep growing and continuously happened. The fast growing figure can be saw since many case handled by Direktorat I Unit Ill Keamanan/Trans Nasional People Smuggling and Trafficking bareskrim Mabes Polri during year 2000-2005.Modus operandi, as a method of crime known from cases handled, always change following the situation and condition of transportation and regulation. In this thesis, writer try to explore any method or modus operandi use by the offender to committed their crime. 5 cases are take to be analyze in this thesis. All cases has similarity and same characteristic base on offender, victim and it crime profile. All leads to kind of transnational organize crime.Research method use in this research is qualitative approach. Which conducted by doing documentation gathering, interview and observation to the research object which is Bareskrim Mabes Polri. What became the object of research is how Polri handle all case which categorize to trafficking activity.At the conclusion, this research see that trafficking conduct with many method and modus operandi. Each case has unique and different character. That make even Police should be more careful when dealing with such case since many aspect are need to be consider in handling it. Many factors might influence the process of cases handling by the police. One of the major factor is regulation it self. Presently there still no regulation defining trafficking as a crime. Even Trafficking law it self is still under legislation process and yet to be use as a prosecution law. That is why this paper like to recommend to government and DPR to approve the trafficking law as soon as possible."

"Dalam penelitian yang dilakukan di Lembaga Pemasyarakatan Klas IIA Bogor selama Februari ? Mei 2009 ini, pengabaian terhadap hak atas pelayanan kesehatan terhadap tahanan serta narapidana penderita TBC masih ditemukan. Penelitian ini menggunakan pendekatan kualitatif berbentuk deskriptif. Teknik pengumpulan data dilakukan dengan melakukan wawancara mendalam terhadap beberapa orang informan yang terdiri dari petugas maupun narapidana. Berdasarkan penelitian ini, ditemukan banyak kendala dalam proses pelayanan kesehatan bagi pasien penderita TBC di LP Bogor. Terlambatnya deteksi terhadap kasus TBC paru, rendahnya kualitas kesehatan penghuni, masalah overkapasitas, belum adanya ruang isolasi khusus bagi pasien penderita TBC paru, serta terbatasnya anggaran menjadi kendala yang dihadapi para petugas kesehatan dalam upaya penanggulangan terhadap penyakit TBC paru di Lembaga Pemasyarakatan Klas IIA Bogor. Namun yang menjadi hambatan dalam upaya penanggulangan terhadap penyebaran penyakit TBC di lingkungan LP Bogor ternyata bukan hanya disebabkan oleh minimnya fasilitas lapas, namun juga disebabkan karena lemahnya kualitas sumber daya manusia yang dimiliki baik oleh penghuni, maupun petugas lapas.

In the research conducted at Bogor Penitentiary Class IIA in February - May 2009, negligence towards the inmates? rights to health care, including inmates suffering from TBC, is still found. This research uses descriptive - qualitative approach. Data is gathered through in-depth interview with inmates and wardens. This research finds a lot of hurdles in health care for inmates suffering from TBC in Bogor Penitentiary. Late detection, low general health level, overcapacity, the absence of special isolation unit, and very limited budget are the obstacles for the administrators. But that?s not all. Another contributing factor is the lack of quality in human resources both for the inmates and the wardens."
