Abstrak :
Latar belakang penelitian ini berawal dari adanya masalah dalam implementasi kebijakan rehabilitasi dan rekonstruksi pasca erupsi gunung merapi di Kabupaten Sleman, yaitu target relokasi penduduk di kawasan rawan bencana tidak bisa tercapai. Hal ini menyebabkan tidak tercapainya penyerapan dana sesuai dengan yang telah dianggarkan dan dana itupun harus dikembalikan ke kas negara di akhir tahun 2012. Kebijakan pemulihan bidang perumahan dan permukiman dilaksanakan melalui skema relokasi dari wilayah KRB III yang tidak layak huni berdasarkan peta bersama hasil rekomendasi Kementerian ESDM, BNPB, Bappenas dan Kementerian Pekerjaan Umum. Penelitian ini menggunakan pendekatan positivist dengan data kualitatif dengan kerangka berpikir menggunakan teori Mazmanian-Sabatier sehingga dapat dianalisa variabel variabel yang mempengaruhi kebijakan implementasi tersebut hingga akhirnya mendapatkan temuan dalam penelitian. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam dan kajian dokumen. Hasil yang didapatkan yaitu bahwa kebijakan Rehabilitasi dan Rekonstruksi sudah sesuai dengan peraturan yang ada, tetapi ada kendala dalam implementasinya. sehingga dibutuhkan solusi untuk masyarakat yang tidak mau direlokasi yaitu dengan cara pengurangan resiko bencana yang merupakan bagian dalam manajemen bencana. ...... The research background was raised by several problems surrounding the implementation of rehabilitation and reconstruction post disaster merapi volcano eruption at Sleman Regency, which is the target of relocation of residents in disaster-prone areas can not be reached. This led to the failure of funds absorption that have been budgeted and even then must be returned to the state treasury at the end of 2012. Recovery of housing policy implemented through relocation scheme from KRB III region uninhabitable map according to recomendation from Ministry of Energy and Mineral Resources, BNPB, Bappenas and Ministry of Public Works. This study uses a positivist approach with qualitative data and using the theoretical framework from Mazmanian-Sabatier that can analyzed variables that affect the implementation of policies to get the findings in the study. Data was collected by in-depth interviews and document review. The results obtained are that the Rehabilitation and Reconstruction policies are in accordance with existing regulations, but there are obstacles in its implementation. Disaster risk reduction as a part of disaster management is solution for people who do not want to be relocated.

Kedudukan Mahkamah Konstitusi yang hanya ada di Jakarta menimbulkan problem aksesibilitas bagi para pencari keadilan, penyediaan fasilitas permohonan online ditujukan untuk menjawab permasalahan tersebut, namun sejak diluncurkannya yakni pada tahun 2006 hingga kini pemanfaatannya masih relative rendah. Penelitian ini bertujuan menggali informasi mengenai faktor - faktor yang mempengaruhi pemanfataan permohonan online di Mahkamah Konstitusi menggunakan teori dari Harvard, JFK School yang mengatakan bahwa kunci sukses penerapan konsep digitalisasi pelayanan publik dipengaruhi oleh Support, Capacity dan Value. Dengan menggunakan paradigma positivis dan desain kualitatif deskriptif penelitian ini memberikan gambaran bahwa faktor Value mempunyai pengaruh yang dominan dalam pemanfaatan permohonan online dibandingkan dengan faktor Support dan Capacity. Faktor Value juga dipengaruhi oleh berbagai hal seperti sosialisasi, kepentingan ekonomi, kebijakan, kesenjangan digital dan personal interest. ...... The position of the Constitutional Court which is located only in Jakarta creates a problem of accessibility to justice seekers. The availability of online application facility is intended to address the problem, however, since its intiation in 2006, the use of this facility is still relatively low. This research is aimed at finding out information concerning factors affecting the use of the online application at the Constitutional Court based on the theory from JFK School, Harvard which says that the key for the success of implementation of public service digitalisation concept is affected by Support, Capacity and Value. By using positivist paradigm and descriptive qualitative method, this research shows that Value has dominant effect in using online application compared to Support and Capacity. The Value factor is also affected by various things such as dissemination of information, economic interest, policy, digital divide and personal interest.

Penelitian ini membahas mengenai implementasi kebijakan pengendalian pemanfaatan ruang pasar modern di Kota Cirebon. Perkembangan pasar modern menimbulkan permasalahan jika tidak mengikuti aturan pengendalian pemanfaatan ruang. Penelitian ini merupakan penelitian kualitatif dengan wawancara mendalam, observasi langsung, dan studi kepustakaan. Hasil penelitian menunjukkan implementasi kebijakan belum dapat mengendalikan pasar modern. Faktor penghambat dalam implementasi adalah kepentingan bisnis pengusaha, kurangnya sinergitas pasar modern dan pasar tradisional, kurangnya sosialisasi, pengawasan, dan keterbatasan sumber daya finansial. Faktor pendukung dalam implementasi adalah kesadaran pengusaha, dukungan masyarakat, dan pola pikir pedagang. Rekomendasi penelitian ini antara lain koordinasi, mempertegas instrumen kebijakan, evaluasi kebijakan, sosialisasi, pengawasan, dan pembinaan. ......This research discuss the implementation of land use control policy on modern retail in Municipality of Cirebon. Modern retail’s development causes problems if not comply with the land use control policy. This research used qualitative approach with in-depth interviews, observation and literature study. The result showed implementation of the policy have yet controlled modern retail. Implementation’s barriers identified in this research were business interest, synergy between modern and traditional retail, lack of socialization, monitoring, and limited financial resources. Supporting factors were retailer's awareness, community support, and retailers mindset. This research's recommendations are coordination, policy instruments affirmation, policy evaluation, socialization, monitoring, and assistancy.

Penelitian ini untuk mengetahui pelaksanaan implementasi audit berbasis risiko di Inspektorat Jenderal Kementerian Pekerjaan Umum beserta faktor yang mempengaruhinya. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan teori COSO dan mengacu pada Peraturan Pemerintah No 60 tahun 2008 tentang Sistem Pengawasan Internal Pemerintah. Hasil dari penelitian ini adalah implementasi audit berbasis risiko oleh Inspektorat Jenderal Kementerian PU belum berjalan optimal dengan faktor pendukung adanya anggaran yang mencukupi, serta adanya fasilitas dan infrastruktur, juga faktor penghambat yaitu kurangnya SDM yang memiliki kemampuan teknis dalam pemetaan risiko, kurangnya penyelarasan dengan insentif dan sanksi, jumlah auditor dengan satuan kerja yang diperiksa tidak seimbang, kurangnya komunikasi dan konsultasi terhadap data pendukung dalam identifikasi dan proses manajemen risiko, keterbatasan waktu dalam proses pemeriksaan, dan kurangnya kepedulian dari pihak satuan kerja. ......The research aims to know the implemantation risk based audit and the factors that affect in Inspectorate General Ministry of Public Works. This research basically uses a descriptive method enriched with the approach of qualitative analysis. To analyze substantial problem in this research, it was used a theory as analytic instrument, which mainly used is COSO theory and Government Regulation 60/2008 about The Government Internal Control System. The result of this research is the implementation is not working optimally with the supporting factors consist of the availability of budget, the availability of facilities and infrastructures. While the inhibiting factors consist of the lack of competence auditor, the lack of balanced insentive and punishment, the unbalanced ratio between the number of controlling apparaturs with the auditor, the lack of comunication and cordination of supporting data in risk assessment process, the lack of awareness from auditee concerning of risk management, there is time limitation in doing control, and the lack of responses from the auditor.

Belitung mempunyai potensi pariwisata yang sangat baik, kebijakan pengembangan kawasan strategis cepat tumbuh (KSCT) dikeluarkan untuk mengarahkan pengembangan kawasan fokus pada sektor pariwisata sehingga menjadi basis utama dalam meningkatkan daya saing daerah. Penelitian ini memberikan gambaran mengenai dampak yang diberikan pengembangan kawasan strategis cepat tumbuh (KSCT) terhadap daya saing daerah di Kabupaten Belitung. Dengan menggunakan pendekatan positivis-kualitatif, peneliti melihat daya saing daerah dengan menggunakan sembilan indikator. Berdasarkan analisis pada kesembilan indikator tersebut, diketahui bahwa pengembangan kawasan strategis cepat tumbuh (KSCT) belum memberikan dampak yang optimal terhadap daya saing daerah di Kabupaten Belitung .
Belitung has excellent tourism potential, Policy development the strategic fast growing (KSCT) issued to direct the development of the focus on tourism sector, so that it becomes the main base in increasing the competitiveness of the region. This study provides an overview of the impact of a given strategic fast growing area of development (KSCT) of regional competitiveness in Belitung district. By using qualitative, positivist approach-researchers look at the competitiveness of the regions by using the nine indicators. Based on the analysis of the indicators in the ninth, it is known that the development of fast growing strategic areas (KSCT) have not provided an optimal impact on regional competitiveness in Belitung district.

Pada Peraturan Daerah Nomor 13 Tahun 2011 Rencana Tata Ruang Kota Bekasi Tahun 2011-2031 ditetapkan bahwa ruang terbuka hijau adalah 30%. Namun ruang terbuka hijau yang tersisa hanya 12%. Skripsi ini membahas tentang implementasi Peraturan Daerah Nomor 13 Tahun 2011 dan faktor yang mempengaruhi implementasi peraturan daerah tersebut. Penelitian yang dilakukan adalah penelitian kualitatif dengan menggunakan wawancara mendalam dengan beberapa narasumber. Hasil dari penelitian ini adalah implementasi Peraturan Daerah Nomor 13 Tahun 2011 Kota Bekasi belum berjalan dengan maksimal dan faktor yang mempengaruhi jalannya implementasi peraturan daerah tersebut adalah komunikasi, sumber daya manusia, anggaran, struktur birokrasi dan partisipasi masyarakat.
At the Regional Regulation No. 13 Year 2011 Bekasi City Spatial Plan Year 2011-2031 established that green space is 30%. But now the rest of the green open land in Bekasi only 12%. This research discusses the implementation of the Regional Regulation No. 13 Year 2011 and the factors that affect the implementation of local regulations. Research is a qualitative study using in-depth interviews with several informant. The results of this research is the implementation of the Regional Regulation No. 13 Year 2011 Kota Bekasi not run with the maximum and the factors that influence the course of the implementation of local regulations is communication, human resources, budget, bureaucratic structures and public participation.

Pembangunan pariwisata membutuhkan adanya partisipasi masyarakat sebagai syarat untuk mencapai keberhasilan pembangunan pariwisata tersebut. Penelitian ini membahas partisipasi masyarakat dalam pembangunan pariwisata Pantai Suwuk Kabupaten Kebumen dengan menggunakan metode kuantitatif untuk mengukur tujuh indikator partisipasi yaitu perencanaan dan pengimplementasian strategi pariwisata, pencapaian pembangunan pariwisata berkelanjutan, peningkatan kepuasan wisatawan, perencanaan pariwisata yang lebih baik, pendistribusian biaya dan manfaat pariwisata secara adil yang melibatkan pemangku kepentingan, pemenuhan kebutuhan masyarakat sekitar, serta penguatan proses demokratisasi di kawasan wisata.Hasil penelitian menunjukkan bahwa masyarakat sekitar Pantai Suwuk tergolong masyarakat yang partisipatif dalam pembangunan pariwisata Pantai Suwuk Kabupaten Kebumen. ...... Tourism development requires community participation as a condition for the success of tourism development. This study discusses community participation in tourism development of Suwuk Beach of Kebumen Regency using quantitative methods to measure the seven indicators of participation that is planning and implementing tourism strategies, achievement of sustainable tourism development, improvement tourist satisfaction, better tourism planning, fair distribution of costs and benefits involving stakeholders, compliance of the locals needs, and strengthening the process of democratization at tourist destination. The result showed the community in Suwuk Beach classified as participatory community in tourism development of Suwuk Beach in Kebumen Regency.

Penelitian ini bertujuan untuk mendeskripsikan collaborative governance di Kabupaten Kulon Progo melalui program One Village One Sister Company dalam penanggulangan kemiskinan dan upaya Pemerintah Kabupaten Kulon Progo untuk mengajak sektor swasta bergabung dalam program One Village One Sister Company. Teori yang digunakan adalah collaborative governance Pendekatan penelitian ini adalah post positivist dengan teknik pengumpulan data wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan bahwa terdapat sepuluh dimensi dalam collaborative governance di Kabupaten Kulon Progo melalui program One Village One Sister Company dalam penanggulangan kemiskinan yaitu partisipan formalitas durasi fokus stabilitas tahap diskresi alasan. Pemerintah melibatkan sektor swasta upaya Pemerintah mengatasi keterbatasan informasi dan resiko. Pemerintah Selain itu ada tiga upaya Pemerintah Kabupaten Kulon Progo untuk mengajak sektor swasta bergabung dalam program One Village One Sister Company yaitu mempromosikan program One Village One Sister Company melalui media massa melakukan komunikasi secara langsung dengan pihak swasta dan mendayagunakan jejaring yang dimiliki pegawai Pemerintah Kabupaten Kulon Progo.
This research aims to describe collaborative governance in Kulon Progo Regency through One Village One Sister Company Program in poverty alleviation. It also describes Kulon Progo Regency Government effort to invite the private sector to join One Village One Sister Company Program. This research uses collaborative governance theory. Research appoach is post positivist that utilizes in depth interview and literature study. The result shows that collaborative governance in Kulon Progo Regency through One Village One Sister Company Program in poverty alleviation has ten dimensions those are participants formality duration focus stability cycle discretions Government rationales to involve private sector Government efforts to deal with information shortfall and Government risks Besides Kulon Progo Regency Government has three methods to invite the private sector to join One Village One Sister Company program those are promote One Village One Sister Company program through mass media communicate directly with the private company and utilize network owned by the employees of Kulon Progo Regency Government.

Penelitian ini bertujuan untuk mengetahui implementasi whistleblowing system di Direktorat Jenderal Bea dan Cukai Kementerian Keuangan Republik Indonesia. Konsep yang digunakan dalam penelitian adalah terkait dengan good governance yang berfokus pada akuntabilitas dan partisipasi, serta konsep whistleblowing system. Penelitian kualitatif ini melakukan pengumpulan data dengan wawancara mendalam dan studi dokumen. Hasil penelitian ini menemukan bahwa implementasi whistleblowing system di lingkungan Direktorat Jenderal Bea dan Cukai dilakukan melalui Sistem Pengaduan Masyarakat. Akuntabilitas dan partisipasi mempengaruhi penerapan whistleblowing system. Whistleblowing system di Direktorat Jenderal Bea dan Cukai masih mengalami beberapa hambatan yang dihadapi dalam penerapan. Hambatan tersebut diakibatkan oleh tidak adanya panduan yang jelas dalam menindaklanjuti pengaduan, kurangnya sosialisasi, serta belum adanya evaluasi secara menyeluruh yang dilakukan oleh Direktorat Jenderal Bea dan Cukai. ......This qualitative study describes the implementation of whistleblowing system in Directorate General of Customs and Excise. Concepts used in the study is related to concept of good governance that focuses on accountability and participation, as well as the concept of whistleblowing system. Data have been collected from in-depth interviews and studying related published document. This research finds that the implementation of whistleblowing system in Directorate General of Customs and Excise is conducted by Society Complain System. Accountability and participation affect the application of the whistleblowing system. Whistleblowing system at the Directorate General of Customs and Excise are still experiencing some barrier encountered in the implementation. Although the implementation of whistleblowing system is considered to have been effective when viewed from the achievement of the goal, but there are still some barriers faced. The barriers caused by the absence of clear guidance to follow up complaints, lack of socialization, as well as the lack of a thorough evaluation conducted by the Directorate General of Customs and Excise.

LPPD gives the top executives, both in regency/municipality and province level, obligation to report their government annually. This report has to be received by Department of Home Affairs maximum 3 months after the end of budgetary year. Government Act No. 3/2007 issued on January 2007 has change the substance and reporting process of LPPD. The research is aimed to describe the reporting process of LPPD DKI Jakarta Government year 2007 and to analyze the factors influencing the implementation. The research is using a positivism approach. Descriptive analysis done based on primary data collected through in-dept interview with the officials from Government of DKI Jakarta and Department of Home Affairs. These interviews using guided questions were collected from November to December 2006. The Analysis also done based on the Government Act, literatures, and institution documents. Based on the result of this research, in the substance aspect, The DKI Jakarta?s 2007 LPPD is still combining the systematic by Government Act No. 56/2001 and Government Act No. 3/2007, due the transition in Jakarta?s Governor in October 2007. But, the document has followed the procedures ruled by Government Act No. 3/2007. The factors influencing the implementation are divided into two major aspects: policy and policy executor. The policy aspects indicated by policy formulator, goals and measurements, substances, and policy resources. The formulation of this regulation held by central government with the contributions from local government. This regulation has two main origins. For the central government, it is use to control the local government. On the other side, the local government takes this as a part of accountability to the higher-level government. In resources side, the policy executor has to deal with the limitation of the budget to socialize policy. The policy executor aspects indicated by characteristic of organization, communication inter organization and intra organization, and characteristic of street-level bureaucrats. Due the peculiarity of DKI Jakarta on their structure, the LPPD from it regency/municipality are inseparable with the province LPPD. There are problems in the communication process between DKI Jakarta government and Department of Home Affairs. On the other side, the researcher found that communication within the DKI Jakarta government and its agencies run well. Problems also occur in the frontline executors, where the officers have limits on their competence and integrity.
