Abstrak :
Tesis ini membahas mengenai strategi implementasi reformasi birokrasi di Sekretariat Wakil Presiden Republik Indonesia (Setwapres RI). Tujuan penelitian adalah untuk menganalisa strategi reformasi birokrasi yang dipilih dan dilaksanakan oleh Setwapres RI serta faktor-faktor yang mendukung dan menghambat implementasinya. Penelitian ini merupakan penelitian kualitatif dengan pendekatan post positivis. Berdasarkan hasil analisis atas formulasi strategi reformasi birokrasi dengan menggunakan Matriks of Optimum Reform Strategy (Hahn Been Lee) diperoleh kesimpulan bahwa strategi reformasi birokrasi yang dilakukan oleh Setwapres RI adalah strategi inkremental. Hasil penelitian merekomendasikan Sekretariat Wakil Presiden untuk membentuk sebuah unit kerja yang memiliki tugas dan fungsi khusus melaksanakan programprogram reformasi birokrasi di lingkungan internal Setwapres RI; menjalankan program change management secara periodik untuk mentransformasikan nilainilai reformasi birokrasi bagi pembentukan pola pikir dan budaya kerja; membangun Sistem Pengendalian Intern Pemerintah (SPIP) secara utuh sebagai early warning system atas pelaksanaan tugas dan fungsi seluruh unit kerja; dan meningkatkan komitmen serta efektivitas peran Pemimpin disemua level manajemen untuk mendorong keberhasilan reformasi birokrasi.
This thesis discusses the strategy of bureaucratic reform implementation in the Secretariat of The Vice President of the Republic Indonesia (VP Office). The research goal was to analyze the strategy of bureaucratic reform that was chosen and executed by the VP Office, along with the factors that support and prohibit its implementation. The research is qualitative in nature that uses a post positive approach. Using the Matriks of Optimum Reform Strategy (Hahn Been Lee) as tool of analysis towards the formulation of the bureaucratic reform strategy, this research concludes that the bureaucratic reform strategy conducted by the VP Office is an incremental type of strategy. Based from the results, this research recommends the following steps for the VP Office: that the VP Office establishes a working unit that specializes only in executing bureaucratic reform programs in the VP Office's internal environment; also implement a change management program periodically in order to transform bureaucratic reform values into a certain mind set and work culture; establish a comprehensive Governmental Internal Control System (Sistem Pengendalian Intern Pemerintah) to function as an early warning system towards the execution of all of the working units tasks and functions; increase the commitment and effectiveness of the leader's role in order to push for the successfulness of bureaucratic reform.

The environmental issue has been the major issue in the world nowadays. This issue also has encourage many big cities around the world to implement the green cities concept in their city development, to reach the minimal standard 30% green open space of the city?s area, that has been settled on the Earth Conference at Johannesburg in 2002. In Jakarta, as an effort to reach the minimal 13,94% standard that has been settled in the Rencana Tata Ruang Wilayah DKI Jakarta 2010 (RTRW 2010), the local government especially Dinas Pertamanan DKI Jakarta are trying to rearrange the use of the land that has been improperly used by people. One of the refunction is on Taman Ayodia, which is well known by the name Pasar Barito. There has been resistance made by the small merchants (PKL) in Pasar Barito regarding the ondemnation process. Due to that reason, the research questions in this research are: how was the implementation process seen from Edward III?s and Grindle?s conceptions about the dimensions of a policy implementation and which dimension that is dominant in the policy implementation process? The research method that the researcher uses in this research is positivist approach which is helped by qualitative data technique. The type of this research is descriptive research. In collecting data, researcher uses in depth interviews, observation, and documentation. Qualitative data is the most important data which is supported by literature studies from books, journal, etc. The result from this research is that the implementation of green open space refunction in Taman Ayodia has been done but still it has lack of perfection due to the resistance that the small merchants (PKL) made within the condemnation process. The imperfection came from the lack of communication and lack of interests affected from the implementers that the small merchants refer to an improper relocation place and there is no access for the citizen to participate in the decision making of the policy. The suggestion that has been made to Dinas Pertamanan was to enhance the communication within the organization and enhance the coordination to make the socialization of the program heard and understood by the interests affected clearly. So that in the future a successful policy implementation can be achieved.

Selama narapidana berada dalam Lembaga Pemasyarakatan, pemerintah wajib memberikan kebutuhan-kebutuhan hidup bagi setiap narapidana antara lain misalnya kebutuhan makan,kebutuhan pelengkapan tidur,lingkungan yang bersih dan pelayanan kesehatan yang optimal,pelayanan kesehatan bisa optimal.Oleh karena itu di dalam penelitian ini penulis berharap untuk menangani masalah tentang bagaimana pelayanan kesehatan pada Rumah Sakit Lembaga Pemasyarakatan Klas 1 Tangerang. Hasil dari penelitian Pelayanan Kesehatan Pada Rumah Sakit Lembaga Pemasyarakatan Klas I Tangerang menyatakan bahwa dalam pelayanan kesehatannya mempunyai masakah terhadap kurangnya kesiapan petugas medis di Lembaga Pemasyarakatan dalam menangani dan mengantisipasi perkembangan penyakit yang ada di Lembaga Pemasyarakatan serta fasilitas yang ada di Rumah sakit Lembaga Pemasyarakatan seperti obat-obatan masih belum optimal dan belum cukup memadai. Bedasarkan pernyataan diatas penulis menyarankan perlu ditingkatkannya lagi kesiapan para petugas medis dalam menangani narapidana yang sakit dan di adakannya penambahan jumlah petugas medis di dalam Lembaga Pemasyarakatan guna pelaksanaan pelayanan kesehatan serta harus diadakannya pengkontrolan oleh petugas kesehatan dibidang fasilitas khususnya bagian obat-obatan agar tidak terjadi lagi kehabisan stok obat.

During convict stay in Institute Pemasyarakatan, governmental is obliged to give requirement live for every convict for example requirement eat, complete requirement of sleep, clean environment, and optimal health service, health service can be optimal if effectively and is efficient. Therefore in this research of writer hope to handle the problem of about how health service at Hospital Institute of Correctional class 1 Tangerang. Result of from research of Service Health At Hospital Institute of correctional class I Tangerang express that in its health service have a period of/to to lack of the readiness of medical officer in Institute of correctional in handling and anticipating disease growth exist in Institute correctional and also facility exist in Hospital Institute Pemasyarakatan like drugs still not yet optimal and not yet adequate enough. Pursuant to statement above writer suggest require to improve of again the readiness of all medical officer in handling ill convict and in performing a of addition of[is amount of medic officer in Institute correctional utilize health service execution and also have to perform a of control by officer health of facility area specially part of medics in order not to happened again running out of of drug stock.

Skripsi ini membahas reformasi birokrasi di Departemen Keuangan dan strategi untuk menjalankan reformasi yang terdiri dari penataan organisasi, perbaikan bisnis proses, dan peningkatan MSDM, dalam rangka meningkatkan public service sekaligus mewujudkan good governance. Fokus penelitian ini adalah implementasi dari strategi tersebut dan kesesuaiannya dengan road map reformasi yang ada. Penelitian ini adalah penelitian kualitatif dengan menggunakan metode ilustratif. Hasil penelitian ini menyarankan bahwa perlu adanya sosialisasi strategi reformasi dan program akuntabilitas dalam pelaksanaan strategi reformasi birokrasi di Departemen Keuangan.
The focus of this study is bureaucratic reform at the Monetary Department and their strategy to implement the reform, whereas it is containing of reinventing organization, business process reengineering and improvement of MSDM, in regards to increase the public service and to generate good governance. The purpose of this study is to understand the implementation of the strategy and its adjustment towards the available road map. This research is qualitative research with illustrative method. Result of this research is to advice on the importance of socialization of the reformation strategy and accountability program for the implementation of bureaucratic reform strategy.

Tesis ini membahas kesesuaian perencanaan TIK yang dituangkan dalam dokumen Grand Design Sistem Informasi Kementerian Sekretariat Negara (SIKSN) 2011-2014 dengan tugas dan fungsi Kementerian Sekretariat Negara. Penelitian ini dilatarbelakangi kurang optimalnya pemanfaatan aplikasi-aplikasi SIKSN dalam mendukung ketatalaksanaan unit-unit kerja, sehingga tujuan penelitian ini adalah untuk menganalisa konten grand design SIKSN 2011-2014 guna mengetahui apakah perencanaan SIKSN sudah sesuai dan efektif mendukung optimalisasi pelaksanaan tugas dan fungsi yang diemban Kementerian Sekretariat Negara. Pendekatan yang digunakan dalam penelitian ini adalah positivis menggunakan metode kualitatif yang menekankan pada kesesuaian grand design SIKSN 2011-2014 dengan tahapan perencanaan strategis egovernment (Turban et al, 2001; Chaffey, 2002; Laudon and Laudon, 2004 dalam Heeks, 2006). Hasil yang diperoleh dari penelitian ini adalah secara konten grand design SIKSN 2011-2014 telah memenuhi komponen perencanaan strategis egovernment, namun dalam proses perumusannya belum melalui proses audit sistem informasi dan pembentukan tim penyusun belum melibatkan perwakilan dari setiap unit kerja. Terhadap hasil penelitian disarankan untuk melakukan audit sistem informasi baik dari internal organisasi maupun eksternal organisasi agar memperoleh gambaran yang komprehensif mengenai kondisi pengembangan SIKSN, sehingga perumusan strateginya lebih terarah dan sesuai dengan tugas dan fungsi Kementerian Sekretariat Negara. ......This thesis discusses the compatibility of ICT planning, as outlined in the 2011 - 2014 Grand Design of the Information Systems of Ministry of State Secretariat (SIKSN), with the duties and functions of the Ministry of State Secretariat. This research is motivated by the fact that the utilization of SIKSN applications in supporting working units? management is not yet optimum. Therefore, the purpose of this research is to analyze the content of 2011-2014 SIKSN grand design and determine whether the SIKSN plan is appropriate and effective in supporting the optimization of the duties and functions carried out by the Ministry of State Secretariat. The approach used in this study is positivist, using a qualitative method that emphasizes on the conformity of 2011-2014 SIKSN grand design with the strategic planning stages of e-government (Turban et al, 2001; Chaffey, 2002; Laudon and Laudon, 2004 in Heeks, 2006). The result obtained from this study is that the content of 2011-2014 SIKSN grand design is already in compliance with the strategic planning component of e-government. However, in the process of formulation, it has not been through the process of auditing information systems and the establishment of the drafting team has not involved adequate representatives from each working unit. Upon the results of the research, it is recommended to conduct an audit of information systems from both internal and external organization in order to obtain a comprehensive depiction of the development of SIKSN. Therefore, the strategy formulation is more directed and in accordance with the duties and functions of the Ministry of State Secretariat.

Abstrak :
Tujuan dari penelitian ini adalah untuk mengetahui persepsi publik di wilayah Jabodetabek terhadap praktik tata kelola penggunaan Instagram Kementerian Kesehatan dalam kerangka interaksi G2C untuk upaya penanganan pandemi COVID-19 pada tahun 2021-2022. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei, wawancara mendalam, dan observasi. Teknik pengambilan sampel untuk survei adalah accidental sampling, sedangkan untuk wawancara mendalam menggunakan teknik purposive sampling. Jumlah responden dalam penelitian ini sebanyak 139 orang yang didapatkan melalui kuesioner daring. Data yang diperoleh diolah menggunakan SPSS 23 melalui analisis statistik deskriptif. Hasil dari penelitian ini menunjukkan Kemenkes telah mengarah pada upaya mencapai tujuan interaksi G2C dalam penanganan COVID-19 melalui penggunaan media sosial Instagram. Hal ini terlihat dari tingginya nilai persepsi publik pada tiga elemen good governance, yakni perceived responsiveness, perceived accountability, dan perceived transparency yang menunjukkan bahwa Kemenkes telah berupaya memberikan respon yang baik, serta akuntabilitas dan transparansi informasi penanganan COVID-19 sudah dirasakan atas publikasi di media sosial Instagram ......The purpose of this research is to determine public perceiveness in the Greater Jakarta area towards good governance practices of managing the use of Ministry of Health’s Instagram within the framework of G2C interaction to handle the COVID-19 pandemic in 2021-2022. This research applies quantitative approach with survey methods, in-depth interviews, and observation. Sampling technique for survey utilizes accidental sampling, whereas the in-depth interviews utilizes purposive sampling technique. The number of respondents in this study was 139 people obtained through online questionnaire. The data obtained is processed using SPSS 23 through descriptive statistical analysis. The results of this study indicate that the Ministry of Health has directed efforts to achieve the goal of G2C interaction in handling COVID-19 through the use of social media Instagram. This can be seen from the high score public perceiveness of three elements of good governance, namely perceived responsiveness, perceived accountability, and perceived transparency indicate that the Ministry of Health has attempted to provide a good response, as well as perceived accountability and transparency in handling COVID-19 for publications on social media Instagram.

Tingginya angka pelecehan dan kekerasan seksual yang terjadi di transportasi publik dapat mengancam keamanan dan kenyamanan masyarakat dalam menggunakan kendaraan umum, permasalahan ini mendorong pemerintah dalam menginisiasi kebijakan anti pelecehan seksual melalui pembangunan Pos SAPA di moda transportasi umum, salah satunya yaitu TransJakarta. Akan tetapi, meskipun Pos SAPA telah dibangun, kasus pelecehan/kekerasan seksual tetap terjadi di TransJakarta. Hal ini mengindikasikan bahwa meskipun kebijakan tersebut sudah dilaksanakan, tidak sedikit masyarakat yang masih belum memiliki kesadaran dan pengetahuan akan kasus pelecehan maupun kekerasan seksual di transportasi publik. Adapun, dalam meningkatkan kesadaran, advokasi kebijakan merupakan salah satu instrumen yang dapat membantu meningkatkan pemahaman dan kesadaran masyarakat terkait isu yang diadvokasikan. Berangkat dari fenomena tersebut, penelitian ini berupaya untuk meneliti strategi para aktor melalui teori yang dikemukakan Gen & Wright (2020) dalam melakukan advokasi kebijakan dengan tujuan meningkatkan kesadaran dan pemahaman terkait kebijakan anti pelecehan seksual di TransJakarta. Penelitian ini menggunakan metode kualitatif melalui wawancara mendalam kepada narasumber dari pihak pemerintah dan non-pemerintah dan studi kepustakaan. Hasil penelitian ini menunjukkan bahwa advokasi kebijakan yang dilakukan belum secara total meningkatkan kesadaran masyarakat terkait kebijakan anti pelecehan seksual di transportasi publik TransJakarta DKI Jakarta. Meskipun secara umum masyarakat sudah mulai sadar akan isu pelecehan dan kekerasan seksual, namun advokasi yang dilakukan belum dilaksanakan secara maksimal pada beberapa aspek sehingga kebijakan belum tersampaikan dengan baik. ......The high number of sexual harassment and violence that occurs in public transportation could threaten the safety and comfort of its citizens in using public transportation, this problem has prompted the government to initiate anti-sexual harassment policies through the construction of SAPA Posts in public transportation, one of which is TransJakarta. However, even though the SAPA Post has been established, cases of sexual harassment/violence still occur in TransJakarta. This indicates that even though the policy had been implemented, a lot of people have low awareness and knowledge regarding cases of sexual harassment and violence in public transportation. Meanwhile, in raising awareness, policy advocacy is one of the instruments that can help increase public understanding and awareness regarding the issues that are being advocated. Based on this case, this study seeks to examine the strategies of actors through the theory proposed by Gen & Wright (2020) in conducting policy advocacy strategies with the aim of increasing awareness and understanding of anti-sexual harassment policies in TransJakarta. This research uses qualitative methods through in-depth interviews with government and non-government actors and literature studies. The results of this study indicate that the policy advocacy that has been carried out has not totally increased public awareness regarding anti-sexual harassment policies on TransJakarta DKI Jakarta public transportation. Although in general the community has begun to become aware of the issue of sexual harassment and violence, the advocacy that has been carried out is not optimal yet in several aspects, therefore the policies have not been delivered properly.

Pelaksanaan digital government di Indonesia diproyeksikan melalui penggunaan e-government dalam proses bisnis pemerintahan. Melihat dari berbagai rencana strategis transformasi digital yang terdapat dalam roadmap RBTK Kemenkeu menjadikan Kemenkeu unggul dibandingkan K/L/D lainnya dalam menggunakan e-government menuju penerapan digital government. Pada saat K/L/D lainnya baru mengusahakan melakukan digitalisasi pada kegiatan pemerintahan, Kemenkeu sudah cukup mapan dalam penggunaan e-government, serta memiliki roadmap RBTK Kemenkeu yang didalamnya terdapat inisiatif transformasi digital sebagai upaya untuk mencapai digital government. Tujuan dari penelitian ini adalah untuk mengevaluasi tingkat kematangan digital government Kementerian Keuangan sebagai salah satu organisasi sektor publik melalui transformasi digital yang dilakukan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei dan wawancara mendalam. Teknik pengambilan sampel untuk survei adalah cluster random sampling, sedangkan untuk wawancara mendalam menggunakan teknik purposive sampling. Jumlah responden dalam penelitian ini sebanyak 321 orang yang didapatkan melalui kuesioner daring. Data yang diperoleh diolah menggunakan SPSS 28 melalui analisis statistik deskriptif. Hasil dari penelitian ini menunjukkan transformasi digital membawa Kementerian Keuangan mewujudkan digital government. Hasil ini didapatkan dari persepsi pegawai yang menyatakan bahwa Kemenkeu melakukan penyelenggaraan pemerintahan menuju digital government. Hal tersebut ditunjukkan melalui nilai indeks yang tinggi pada dimensi digital strategy, digital services, dan digital enterprise. Pada dimensi digital strategy, sub-dimensi yang terpenuhi secara optimal adalah trends, leadership, dan impact. Pada dimensi digital services, sub-dimensi yang terpenuhi secara optimal adalah transformative solutions, digital services fulfilment, dan user centricity. Pada dimensi digital enterprise, sub-dimensi yang terpenuhi secara optimal adalah IT and data security. ......The implementation of digital government in Indonesia is projected through the use of e-government in government business processes. Judging from the various strategic plans of digital transformation contained in the roadmap of RBTK Kemenkeu makes the Ministry of Finance superior to other K/L/D in using e-government towards the implementation of digital government. At a time when other K/L/D are just trying to digitize government activities, the Ministry of Finance is already well established in the use of e-government, and has a roadmap of RBTK Kemenkeu in which there are digital transformation initiatives as an effort to achieve digital government. The purpose of this research is to evaluate the level of digital maturity of the Ministry of Finance as one of the public sector organizations through digital transformation carried out. This research uses quantitative approach with survey methods and in-depth interviews. Sampling technique for the survey is cluster random sampling, while for in-depth interview it is purposive sampling technique. The number of respondents in this study was 321 people obtained through online questionnaires. The data obtained is processed using SPSS 28 through descriptive statistical analysis. The results of this study showed that digital transformation has brought the Ministry of Finance to realize digital government. This result is obtained from the perception of employees who stated that the Ministry of Finance conducts government implementation towards digital government. This is demonstrated through high index values in the digital strategy, digital services, and digital enterprise dimensions. In the digital strategy dimension, sub-dimensions that are optimally fulfilled are trends, leadership, and impact. In the digital services dimension, sub-dimensions that are optimally fulfilled are transformative solutions, digital services fulfilment, and user centricity. In the digital enterprise dimension, the sub-dimensions that are optimally fulfilled are IT and data security.
