"ABSTRAK
Kebutuhan akan SI/TI yang mendukung bisnis dan meningkatkan kapabilitas perusahaan di level enterprise merupakan suatu nilai tambah yang harus dipenuhi oleh setiap perusahaan. Meningkatnya kapabilitas dalam hal memberikan pelayanan dan jasa yang optimal harus didukung oleh berbagai hal, salah satunya adalah dengan menggunakan SI/TI yang berkualitas. Untuk merealisasikan hal tersebut, dibutuhkan suatu model rancangan arsitektur yang dapat digunakan sebagai landasan dan acuan dalam proses implementasi SI/TI yang diharapkan untuk saat ini dan masa depan.
Dalam pengembangan solusi model rancangan arsitektur, penulis membandingkan 2 metodologi antara Zachman framework dengan TOGAF Architecture Development Model (ADM) agar didapatkan metodologi yang cocok untuk menjadi acuan dalam membuat rancangan Enterprise Architecture pada PT. XYZ. Metodologi yang didapat tersebut kemudian akan digunakan untuk menyediakan struktur dasar organisasi yang mendukung integrasi, pengembangan, pengelolaan, dan perubahan perangkat dari sisi SI/TI. Salah satu trend dalam dunia TI yang terkait dengan infrastruktur yang dapat dijadikan solusi dalam menjawab kebutuhan organisasi adalah konsep Cloud Computing. Cloud Computing memungkinkan organisasi untuk memberikan layanan aplikasi, infrastruktur dan database yang dapat digunakan secara bersama-sama, dan mobile oleh penggunanya melalui internet. Hasil akhir dari perancangan model enterprise architecture ini diharapkan dapat mengoptimalisasikan seluruh sumber daya SI/TI pada perusahaan, terutama dari sisi infrastruktur dan service yang dimiliki perusahaan dalam mendukung aktifitas bisnis, agar dapat memberikan pelayanan yang optimal kepada customer.

ABSTRACT
The need for IS/IT that support business and enchance a company’s capabilities at enterprise level is an added value that must be met by each company. The increased capability in terms of providing optimal care and services must be supported by many things, one of the things is to use IS/IT with good quality. To achive that vision, we need a model of architectural design that can be used as the basis and reference for the implementation of IS/IT that the company wanted to be develop now and for the future.
In developing the solution model of architecture design, the authors compared two methodologies between Zachman Framework and TOGAF Architecture Development Model (ADM) to obtain a suitable methodology for the reference on developing Enterprise Architecture at PT. XYZ. The methodology obtained is then used to provide the basic organizational structure that supports the integration, development, management, and procurement process of hardware or device from IS/IT. One trend in the world of IT related to the infrastructure that can be used as a solution to address the needs of the organization is the concept of Cloud Computin. Cloud Computing enables organizations to provide application services, infrastructure services, and database services that enables users to do mobile and multiple access via the internet. The result of the design of enterprise architecture model is expected to optimize all IS/IT resources in the company, especially in terms of infrastructure and services to support the company’s business activities, in order to provide optimum services to the customers."

"Perguruan tinggi menurut Undang-Undang No.20 tahun 2003 merupakan sebuah organisasi yang berkewajiban menyelenggarakan pendidikan, penelitian, dan pengabdian kepada masyarakat (Tridharma) serta memiliki otonomi untuk mengelola sendiri lembaganya. Demi mewujudkan proses Tridharma berkualitas maka perguruan tinggi juga harus merencanakan infrastruktur teknologi informasi guna mendukung keselarasan penerapan Teknologi Informasi (TI) terhadap strategi bisnis organisasi. Universitas Lampung (Unila) sebagai perguruan tinggi negeri di Lampung telah memiliki infrastruktur TI dan dikelola secara mandiri. Hingga saat ini TI di Unila menjadi sesuatu yang kompleks, pola pengelolaan konvensional dan tidak terintegrasi berakibat pada infrastruktur TI yang tidak adaptif dalam menjawab solusi atas perubahan bisnis dan aplikasi. Selain itu dengan adanya inovasi pengembangan layanan TI yang berkesinambungan, berdampak pada tingginya beban kerja pengelola. Penelitian ini bertujuan merancang infrastruktur teknologi informasi yang bersifat adaptif berdasarkan kerangka kerja The Open Group Architecture Framework (TOGAF) Architecture Development Method (ADM) dengan studi kasus di Unila. Menggunakan konsep penelitian kualitatif melalui studi literatur dan melakukan wawancara.
Hasil penelitian ini adalah sebagai berikut; (1) Dari hasil perancangan menggunakan kerangka kerja TOGAF ADM diperoleh 9 area fungsional bisnis, dan 12 kandidat aplikasi yang diusulkan untuk dikembangkan Unila.(2) Menghasilkan 11 prinsip pengembangan arsitektur teknologi informasi. (3) Mengacu pada portofolio aplikasi masa depan (Mc Farlan Grid) , dihasilkan 6 aplikasi dalam kuadran strategic (SIAKAD-T, E-LIBRARY, SIPADU-T, DSS, SIPPM-T, KMS), 2 aplikasi kuadran operasional (PMS-T, CRM), 4 aplikasi kuadran support (MNC-T, NOPEC-T, EMAIL-SYSTEM, SSO). (4)Hasil perancangan infrastruktur pada penelitian ini menghasilkan rancangan infrastruktur TI yang bersifat adaptif berbasis teknologi cloud computing. (5) Hasil perancangan cloud computing merumuskan 5 cluster private cloud terdiri 104 node Virtual Machine (VM) mengadopsi prinsip failover dan redundancy layanan. (6)Pemodelan arsitektur enterprise penelitian ini dapat menjadi acuan dalam membuat cetak biru pengembangan sistem informasi dan teknologi informasi di Universitas Lampung.

Higher Education according to Laws No.20 2003 is an Organization with core activity consist of academic, research, and community service (Tridharma) and have autonomy to manage their own institution. In order to realize Tridharma, Higher Education should also planning information technology (IT) infrastructure to support alignment process between IT strategy and organization's business strategy. Universitas Lampung (Unila) as a government university in Lampung, was already had IT infrastructure and managed independently. Now IT Unila is more complicated, conventional and disintegrated IT management have consequences that IT infrastructure is not adaptive to response the change of business solutions and applications. In addition of innovative development and sustainable IT service was impacting the high workload for administrator. This research intend to design adaptive IT infrastructure based on framework The Open Group Architecture Framework (TOGAF) Architecture Development Method (ADM) with case study on Unila. Using qualitative research concepts through literature studies and interviews.
The results of this research are as follows: (1) From the design of framework TOGAF ADM acquired 9 functional areas of business, and 12 candidate applications are proposed to be developed Unila. (2) Generate 11 principles of the development of information technology architecture. (3) Refers future applications portofolio (Mc Farlan Grid), produced 6 applications in the strategic quadrant (SIAKAD-T, E-LIBRARY, SIPADU-T, DSS, SIPPM-T, KMS), 2 application quadrant operation (PMS- T, CRM), 4 quadrant application support (MNC-T, T-NOPEC, EMAIL-SYSTEM, SSO). (4) The results of infrastructure design produces an adaptive IT infrastructure based on cloud computing technology. (5) The Cloud Computing design are formulate five private clusters, consist of 104 nodes Virtual Machine (VM) and adopting the principle of failover and redundancy service. (6) The result of enterprise architecture modeling could be a reference in making of a blueprint of information system development and information technology at the University of Lampung.

"Teknologi informasi (TI) saat ini tidak sekedar berperan sebagai perangkat pendukung kegiatan organisasi, namun telah menjadi bagian dari strategi suatu organisasi untuk mencapai tujuannya. Namun yang masih menjadi tantangan saat ini adalah bagaimana memastikan bahwa strategi TI selaras dengan strategi bisnis organisasi. Oleh karena itu untuk menjawab tantangan tersebut, organisasi harus merencanakan arsitektur TI atau dalam konteks lebih luas yaitu Enterprise Architecture (EA). Dengan memiliki arsitektur maka suatu organisasi akan memiliki cetak biru dalam pembuatan keputusan TI jangka panjang yang tepat dengan mempertimbangkan kepentingan organisasi secara keseluruhan.
PT XYZ yang dijadikan sebagai studi kasus dalam penelitian ini merupakan perusahaan penyedia solusi produk dan jasa TI yang memiliki permasalahan pada implementasi sistem ERP. Permasalahan tersebut disebabkan karena tidak adanya standar yang dapat dijadikan pedoman dalam memilih dan mengimplementasikan sistem yang sesuai dengan kondisi dan kebutuhan bisnis perusahaan. Untuk mengatasi permasalahan tersebut, dalam penelitian ini didekati dengan merancang model EA sedemikian hingga rancangan arsitektur SI/TI yang dihasilkan selaras dengan strategi dan proses bisnis PT XYZ.
Dalam usaha mengembangkan model EA, penulis membandingkan beberapa metodologi perancangan EA mencakup Zachman Framework, EAP, TOGAF, FEAF, dan Gartner. Penulis memilih TOGAF dengan metodologi ADM dalam perancangan EA untuk studi kasus PT XYZ ini karena beberapa alasan berdasarkan hasil studi literatur. Metodologi TOGAF ADM kemudian disesuaikan agar bisa digunakan secara relevan dengan kondisi dan permasalahan arsitektur di PT XYZ.
Hasil akhir dari perancangan EA ini diharapkan dapat mengoptimalkan seluruh sumber daya SI/TI yang dimiliki perusahaan, terutama dari sisi infrastruktur dan layanan yang dimiliki perusahaan untuk mendukung aktifitas bisnis, sehingga bisa menciptakan kepuasan pelanggan seperti yang tertuang dalam visi, misi, dan strategi PT XYZ.

Information technology (IT) currently does not merely act as a supporting tools of the organization activities, but has become important part of an organization's strategy to achieve its business objectives. The challenge that still exist today is how to ensure that the IT strategy aligned with the business strategy of the organization. Therefore, to address these challenges, organizations must plan an IT architecture or in a broader context, namely the Enterprise Architecture (EA). By having the architecture, an organization will have a blueprint that can be used as a basis for a creation of long-term IT decisions by considering the interests of the organization as a whole.
PT XYZ which is used as a case study in this research is an IT solution provider company that have problems with the implementation of an ERP system. The problems caused by the absence of a standard that can be used as guidelines in selecting and implementing the system in accordance with the conditions and needs of the company's business. To overcome these problems, an approach employed in this study is by designing an EA model so that the resulting design in line with the strategy and business processeses of PT XYZ.
In an effort to develop a model of the EA, the author compares several methodologies including Zachman Framework, EAP, TOGAF, FEAF, and Gartner. The author chose TOGAF ADM methodology in designing the EA for the case of study PT XYZ for a number of reasons. The TOGAF ADM is then adjusted in order to be relevant with the conditions and problems in PT XYZ.
The end result of the EA design is expected to optimize all IS/IT resources owned by PT XYZ, especially in terms of infrastructure and services to support the company's business activities and finally the company can deliver customer satisfaction as stated in the company's vision, mission, and strategy.

"[ABSTRAK
PT Bank ABC Tbk sebagai salah satu bank yang bergerak di industri keuangan dituntut untuk menyesuaikan kebutuhan industri mengenai pengamanan transaksi kartu kredit. Bank Indonesia sebagai regulator mewajibkan setiap bank untuk mengimplementasikan PIN pada transaksi kartu kredit di Mesin EDC. Proses implementasi PIN memerlukan penyesuaian yang meliputi perubahan pada kartu, EDC dan back end system. Penyesuaian yang dilakukan berdampak pada proses bisnis kartu kredit hingga arsitektur teknologi yang digunakan. Pada penelitian ini digunakan framework TOGAF sebagai langkah kerja dalam memadukan proses bisnis organisasi, data dan arsitektur teknologi agar sesuai dengan standar dari EMVCo, PCI-DSS, Visa dan Mastercard. Hasil penelitian ini berupa solusi penyesuaian data, fitur serta alur pengembangan aplikasi yang dapat dijadukan acuan untuk perancangan standar arsitektur untuk implementasi PIN pada Transaksi Kartu Kredit.

"Dalam bisnis saat ini, kebutuhan IT yang selalu berubah mendorong popularitas pengembangan perangkat lunak agile yang adaptif. Kerjasama tim menjadi krusial dalam menerapkan metode agile, memengaruhi kesuksesan proyek dan tujuan organisasi. Resesi global semakin menegaskan pentingnya kerja tim efektif bagi startup, terutama saat menghadapi upaya pengurangan anggota tim dalam situasi ketidakpastian tinggi. Tujuan penelitian ini adalah mengevaluasi kualitas kerja tim pada startup di Indonesia dan memberikan rekomendasi peningkatannya. Data dikumpulkan melalui survei online berdasarkan kerangka aTWQ dari startup-startup Indonesia. Penelitian ini menggunakan pendekatan Agile Teamwork Quality (aTWQ) sebagai alat evaluasi kualitas kerja tim, dengan fokus pada faktor-faktor kritis seperti communication, coordination, effort, cohesion, dan balance of contribution. Rekomendasi praktis mencakup pelatihan komunikasi efektif, penyediaan platform dokumen utama, penyesuaian waktu khusus untuk konfirmasi dan diskusi, penentuan forum yang tepat untuk membahas kendala komunikasi, pengakuan peran manajer dalam resolusi konflik, mendorong sesi berbagi informasi, penyelenggaraan kegiatan tim building, dan implementasi rotasi kolaborasi anggota proyek. Hasil penelitian ini diharapkan memberikan rekomendasi berharga bagi startup di Indonesia, mendukung peningkatan kualitas kerja tim dalam lingkungan startup yang dinamis.

In today's business, the ever-changing IT needs have propelled the popularity of adaptive agile software development. Team collaboration is crucial in implementing agile methods, influencing project success and organizational objectives. Furthermore, the global recession emphasizes the importance of effective teamwork for startups, especially when there are efforts to reduce team members amid high uncertainty. The aim of this research is to evaluate the teamwork quality in Indonesian startups and provide recommendations for improvement. To achieve this goal, data will be collected from Indonesian startups through an online survey based on the aTWQ framework. This study utilizes the Agile Teamwork Quality (aTWQ) approach as an evaluation tool for assessing team quality in an agile environment. The focus is on critical factors such as communication, coordination, effort, cohesion, and balance of contribution. Practical recommendations include effective communication training, provision of a central document platform, adjustment of specific time for confirmation and discussion, identification of appropriate forums for addressing communication constraints, recognition of the manager's role in conflict resolution, encouragement of sharing sessions, organization of team-building activities, and implementation of project team collaboration rotations. The findings of this research are expected to offer valuable recommendations for startups in Indonesia, supporting the enhancement of team quality in a dynamic startup environment."

"PT XYZ menghadapi persaingan bisnis teknologi informasi (TI) dan komunikasi dengan melakukan transformasi bisnis dari penyedia layanan telekomunikasi tradisional menjadi penyedia solusi ICT (Information Communication Technology). PT XYZ mencanangkan peningkatan penetrasi pasar layanan Cloud sebagai inisiatif strategis berdasarkan analisis ukuran pasar ICT selama periode tahun 2013 sampai dengan tahun 2018 yang menyatakan bahwa layanan Cloud diprediksikan akan menjadi layanan TI dengan pertumbuhan tertinggi di regional asia-pasifik, yaitu sebesar 49%. Namun, fakta menunjukkan bahwa kontribusi layanan Cloud bagi pendapatan PT XYZ pada tahun 2014 hanya mencapai 52% dari target yang harus dicapai Salah satu akar masalah atas tidak tercapainya target pendapatan tersebut adalah belum adanya standar desain layanan Cloud.
Sebagai pemegang sertifikat ISO/IEC 20000, PT XYZ dituntut untuk melakukan perbaikan manajemen layanan secara berkesinambungan, termasuk dalam tahap desain layanan. Penelitian ini bertujuan merancang standar desain layanan Cloud di PT XYZ dengan menggunakan kerangka kerja manajemen layanan TI, yaitu Information Technology Infrastructure Library (ITIL) versi 3 dan Microsoft Operation Framework (MOF) 4.0, arsitektur acuan layanan Cloud, dan panduan penerapan ISO/IEC 20000 untuk layanan Cloud.
Hasil penelitian ini adalah standar desain layanan berupa aliran proses desain dan template dokumentasi desain yang direkomendasikan dalam pengelolaan layanan Cloud PT XYZ.

PT XYZ is now transforming its business from traditional telecommunication provider to an ICT (Information & Communication Technology) provider in order to deal with current stringent business competition. One of its strategic initiatives is to improve Cloud service market penetration based on the fact from market size analysis result which has reported that Cloud service would appear as an IT service with highest growth throughout Asia Pacific region from 2013 to 2018 (i.e., 49%). However, PT XYZ has reported its Cloud service sales only achieved 52% of its total revenue target in 2014 fiscal year. One of the root causes found is the lack of standard in performing design on Cloud service.
As ISO/IEC 20000 certification holder, PT XYZ has to improve its IT service management practices continuously including its service design stage. This research goal is to build design standard on Cloud service in PT XYZ using two internationally recognized Information Technology Service Management (ITSM) frameworks, i.e. Information Technology Infrastructure Library (ITIL) version 3 and Microsoft Operation Framework (MOF) version 4, as well as Cloud Computing Reference Architecture (CCRA) and guidance on the application of ISO/IEC 20000-1 to Cloud Services (ISO/IEC TR 20000-9:2015).
As the result, a design process flow and design documentation templates are proposed to be used as Cloud service design standard in PT XYZ."

"ABSTRAK
Kartu debit mendominasi penggunaan Alat Pembayaran Menggunakan Kartu (APMK) dengan jumlah total transaksi mencapai lebih dari Rp.415 triliun sampai dengan bulan Juni 2015. Jumlah yang sangat besar tersebut merupakan pangsa pasar yang menjanjikan bagi pelaku industri, namun di sisi lain juga menjadi sasaran bagi pelaku kejahatan.
Untuk mengatasi masalah keamanan tersebut, Bank Indonesia sebagai regulator kegiatan perbankan kemudian membuat aturan yang mengharuskan bank-bank di Indonesia melakukan perubahan standar kartu debit magnetic stripe menjadi debit chip berbasis smart card. Dengan diberlakukannya aturan ini maka bank bank di Indonesia perlu melakukan penyesuaian pada sistem pembayaran elektronik menggunkan kartu, tak terkecuali PT Bank XYZ, Tbk.
Agar tetap bisa memenuhi regulasi, diperlukan sebuah proses perancangan arsitektur teknologi informasi untuk mendukung perubahan. Dengan menggunakan kerangka kerja TOGAF ADM, penelitian ini menghasilkan rancangan arsitektur data, arsitektur aplikasi, arsitektur teknologi, rencana migrasi, tata kelola implementasi, dan manajemen perubahan arsitektur untuk mendukung perubahan arsitektur dalam implementasi NSICCS.

ABSTRACT
The use of debit cards still dominate the payment instruments using card. The total number of transactions reached more than Rp.415 trillion until June 2015. The large number of transactions is a promising market for the industry, but on the other hand also became a target for criminals.
To answer security concerns, Bank Indonesia as the regulator of banking activity then create a rule that requires banks in Indonesia make changes to standard magnetic stripe debit cards into debit chip-based smart cards. With the enactment of this rule, the banks in Indonesia need to make adjustments on the electronic payment systems involving cards, include PT Bank XYZ, Tbk. This change would have an impact on the architecture which has been running at the moment.
In order to remain able to meet the regulations, it would require a process of design / architecture of information technology in order to support the change. TOGAF ADM is designed to form a repeating cycle of IT architecture to support the development of a sustainable and well targeted. By using TOGAF ADM framework, this research resulted in the design of data architecture, application architecture, technology architecture, migration plans, implementation governance, and architecture change management to support the architectural changes in the implementation of NSICCS.

"Peran teknologi informasi dalam organisasi mulai berkembang. Pada awalnya teknologi informasi hanya dianggap sebagai pendukung kegiatan bisnis. Saat ini teknologi informasi dinilai sebagai fungsi yang strategis untuk mewujudkan visi dan misi organisasi. Ketergantungan pengguna meningkat karena teknologi memberi kemudahan dan keefektifan dalam membantu menyajikan data yang dibutuhkan. Alokasi dana untuk pembelian perangkat teknologi dan ketersediaan layanan juga semakin besar.
Semakin meningkatnya ketergantungan pada layanan teknologi informasi maka semakin banyak dibutuhkan sumber daya untuk mendukung ketersediaannya. Pengguna yang mengalami gangguan layanan akan berharap keluhannya dapat segera diselesaikan. Pada kenyataannya, pengguna hanya bisa menunggu karena belum ada alat yang dapat menjamin bahwa keluhan tersebut akan segera diselesaikan.
Agar peran dan kapasitas TI dapat berjalan sesuai dengan kebutuhan bisnis dan memberi jaminan kepuasan pengguna, diperlukan suatu tata kelola yang baik yang mengatur hubungan antara pengelola layanan TI dengan pengguna. Service Level Agreement (SLA) adalah salah satu alat yang digunakan dalam tata kelola TI untuk menjamin bahwa layanan yang diberikan sesuai dengan yang diharapkan pengguna.
Penelitian ini menyimpulkan bahwa layanan jaringan dan pemeliharaan perangkat keras adalah layanan kritikal yang harus dibuatkan SLA. SLA dan pengelolaannya dirancang menggunakan kerangka kerja ITIL V3 2011 untuk memenuhi standar ISO 20000. SLA terdiri dari 12 bagian yang isinya disesuaikan dengan karakteristik layanan pada BPK RI.

The role of information technology in organizations has grown. At first, Information technology only considered as supporting business activities. Nowadays, Information Technology is considered as a strategic function to achieve the vision and mission of the organizations.
Dependence increased because information technology gives users the ease and effectiveness in helping to present necessary data. Fund allocated to acquire technological solutions and ensuring services availability is raised accordingly.
As reliance on information technology services increased, more resources are needed to support availability. Normally, users who experience service interruption will expect their complaint can be resolved immediately. Unfortunately, there is no absolute way that can ensure availability of immediate solution to their problem. IT governance should be employed to guarantee user satisfaction and IT alignment with business requirement. Service Level Agreement (SLA) is one of the IT governance tools that can be used to ensure that IT services meet users expectations.
The study concluded that the network services and hardware maintenance are critical services that SLA must be made. SLA and its management designed by using ITIL V3 2011 framework to meet the standards of ISO 20000. SLA consists of 12 sections which content is customized based on characteristics of the services in BPK RI.

"Karya akhir ini membahas tentang pentingnya tata kelola teknologi informasi, tata kelola teknologi informasi di butuhkan karena teknologi informasi (TI) merupakan pendorong utama proses transformasi bisnis. Untuk mendorong proses transformasi bisnis, diperlukan adanya tata kelola teknologi informasi yang baik pada suatu organisasi tidak hanya dari segi perencanaan, pengorganisasian, pengadaan, implementasi, pengawasan sampai penilaian tapi menggabungkan TI dalam fungsi organisasi agar organisasi tersebut dapat berjalan secara optimal.
Penelitian ini bertujuan mengukur tingkat kapabilitas tata kelola TI di Pusat Data dan Informasi (Pusdatin) Arsip Nasional Republik (ANRI). Kerangka kerja yang digunakan adalah Process Assesment Model (PAM) COBIT 5 dengan menggunakan data primer yang didapat dari wawancara dan kuisioner serta data sekunder dari observasi lapangan dan dokumen organisasi.
Hasil pengukuran tingkat kapabilitas proses tata kelola TI di ANRI, sebagian besar masih berada pada kapabilitas level 0 dan tingkat kapabilitas yang diharapkan adalah level 3. Rekomendasi perbaikan proses mengacu pada best practice yang disarankan COBIT 5.

This thesis discusses the importance of information technology (IT) governance, information technology governance is needed because information technology (IT) is a key driver of business transformation process. To encourage the process of business transformation, IT governance is necessary for good information on an organization not only in terms of planning, organizing, procurement, implementation, monitoring to assessment but combines the functions of IT within the organization so that the organization can run optimally.
This study aims to measure the level of IT governance capabilities at the Center for Data and Information (Media Centre) Arsip Nasional Republik Indonesia (ANRI). The framework used is the Process Assessment Model (PAM) COBIT 5 by using primary data obtained from interviews and questionnaires, and secondary data from field observations and document organization.
Measurement results of process capability level of IT governance in ANRI, largely remained on the capabilities of level 0 and level of capability that is expected to level 3. Recommendation improvement process refers to the recommended best practice COBIT 5.
