"Perubahan paradigma global dalam memandang teknologi informasi memberikan pengaruh terhadap tata kelola pemerintahan di Indonesia. Dalam mewujudkan transparasi terhadap informasi publik dengan memanfaatkan teknologi informasi peran arsip elektronik sangat penting dalam mendukung hal tersebut. Penelitian ini menggunakan metode penelitian studi kasus dimana dengan hasil penelitian yang menunjukkan bahwa implementasi arsip elektronik di Unit Pusat Kearsipan Kementerian Lingkungan Hidup dan Kehutanan masih belum dilaksanakan secara maksimal, hal tersebut dilihat dari Sumber Daya Manusia, Preservasi Elektronik, Hukum Peraturan, Sistem Informasi. Selain itu juga, hambatan yang dihadapi dalam melaksanakan arsip elektronik terdiri dari masih belum memiliki fokus pengolahan arsip elektronik, anggaran, sarana prasarana yang terbatas serta arsiparis yang kompeten. Temuan penelitian ini yang merupakan evaluasi diharapkan dapat memaksimalkan peran arsip elektronik di lembaga pemerintahan dalam mewujudkan pemerintahan yang good governance.

The changing of global paradigm in seeing the information of technology gives influence on governance in Indonesia. In realizing transparency toward public information by utilizing information technology the role of electronic archieve is very important in support of this. This research uses a case study with result showing that the implementation of an electronic archive in Archives Central Unit Ministry of Environment Forestry still not been implemented to the fullest, it is seen from the Human Resources, Electronics preservation, Rule of Law, Information System. In the other hand, some barriers that faced in implementing electronic archive consists of still do not have the focus processing electronic archive, budgets, limited infrastructure, as well as competent archivists. The findings of this study is an evaluation that expected can maximize the role of electronic archives in government agencies in realizing the good governance of government."

"ABSTRAKPenelitian ini membahas mengenai kompetensi profesional spesialis rekod dan penilaiannya assessment di Perusahaan Migas Adidaya di Indonesia. Pengumpulan data menggunakan kuesioner yang dikembangkan dari ARMA Internasional, disertai wawancara probing . Pemilihan sampel dengan teknik total sampling pada SDM bidang kearsipan di empat level karier yaitu koordinator, analis, asisten, dan klerikal. Hasil penelitian menunjukkan bahwa records specialist di level koordinator, asisten, analis dan klerikal memerlukan pengembangan kompetensi pada lima domain yaitu kepemimpinan, manajemen resiko, komunikasi pemasaran, praktik dan fungsi bisnis, dengan tingkat penguasaan kompetensi level 3-4 berada di atas 50 . Pada domain teknologi informasi, level koordinator memerlukan pembinaan kompetensi teknologi informasi; sementara untuk jenjang klerikal, asisten, dan analis memerlukan pengembangan kompetensi teknologi informasi. Rekomendasi pembinaan/pengembangan kompetensi pada level koordinator berupa Reflective learning yaitu memperkuat kemitraan dengan SDM kearsipan tataran strategis, berbagi pengetahuan dengan civitas academica dan proaktif dalam asosiasi profesi, serta pembaharuan wawasan teknologi informasi. Pada level analis berupa Self Directed Learning yaitu pendidikan formal atau sertifikasi kompetensi spesifik tentang manajemen resiko dan preservasi dokumen digital. Pada level klerikal berupa Workplace Learning yang menekankan pembelajaran pada praktik kekinian dan kursus bahasa secara terencana. Pada level Asisten berupa Competency-based learning yaitu pengukuran kompetensi tentang komunikasi pemasaran dan teknik riset.

ABSTRACTThis study discusses about professional competence of records specialist and the assessment in the rdquo Adidaya rdquo Oil and Gas Company located in Indonesia. The data collected using a questionnaire developed from ARMA International, and interviews probing . The sample selected using total sampling technique that represents four career levels on HR field of archives. These are coordinators, analysts, assistants, and clerical. The results showed that the records specialist at level coordinators, assistants, analysts and clerical requires competence improvement for five domains, i.e leadership, risk management, marketing communications, practices and business functions. The competency advance level 3 4 are above 50 . In the information technology domain, the level of coordinator require information technology competency development whereas for the level of clerical, assistant, and analysts require information technology competency coaching. Competency development recommendations for coordinator level is of Reflective learning i.e. strengthening partnerships with archival HR strategic level, knowledge sharing with the academic community and proactive in professional associations, and renewal insight of information technology. At the analyst is elf Directed Learning i.e. formal education or certification of specific competencies on risk management and digital document preservation. At the level of clerical is Workplace Learning which emphasizes learning of present practice and language course. At the level of Assistant is Competency based learning that is measuring the competence of marketing communications and research techniques."

"ABSTRAKTesis ini membahas mengenai pengelolaan arsip musik Lokananta yang tidak saja dilakukan secara teknis, namun juga secara non teknis yang tercermin dari nilai budaya pengelola dalam mengelola arsip musik Lokananta sebagai memori kolektif Bangsa Indonesia.Penelitian ini bertujuan untuk menggambarkan pengelolaan arsip musik Lokananta yang merupakan produk budaya bangsa Indonesia serta nilai budaya pengelola dalam mengelola arsip musik ini.Penelitian ini menggunakan pendekatan kualitatif studi kasus dengan metode pengambilan data observasi, dan wawancara.Hasil dari penelitian ini menggambarkan bahwa pengelolaan arsip musik secara fisik sudah dilakukan namun belum maksimal, kemudian nilai budaya pengelola yang terlihat adanya rasa memiliki (sense of belonging), nilai gotong royong, nilai tanggung jawab untuk mewariskan ke genarasi selanjutnya (legacy).Serta arsip musik merupakan sebuah ingatan bagi pencipta lagu, pengelola Lokananta serta masyarakat Indonesia.

ABSTRACTThis thesis discusses the management of the music archive Lokananta which not only done technically, but also non-technical which is reflected from the cultural values of managers in managing the Lokananta music archive as the collective memory of the Indonesian Nation. This study aims to describe the management of the music archive Lokananta which is a product of Indonesian culture and cultural values of managers in managing this music archive. This research uses qualitative approach of case study with observation data taking method, and interview. The results of this study illustrate that the physical management of music archives have been done but not maximum, then the value of cultural managers have a sense of belonging, the value of mutual cooperation, and the value of legacy. And then, the music archive is a memory for songwriter, Lokananta manager and Indonesian society."

"Tesis ini membahas pembinaan kearsipan dalam kerangka konsep sosialisasi organisasi yang dikaitkan dengan birokrasi dalam organisasi pemerintahan, serta bagaimana pemaknaan pembinaan kearsipan tersebut bagi individu yang terlibat di dalamnya. Penelitian ini merupakan penelitian studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara terhadap penyelenggara maupun peserta pembinaan kearsipan. Hasil penelitian menyatakan bahwa pembinaan kearsipan merupakan produk ekspresi budaya individu yang bukan hanya pelaksanaan kebijakan tertulis tetapi juga kebijakan budaya para individu terkait. Pembinaan kearsipan juga merupakan bentuk negosiasi individu terhadap permasalahan yang terjadi selama pembinaan kearsipan berlangsung. Individu memaknai pembinaan kearsipan tidak hanya sebagai pelaksanaan tugas dan tanggung jawabnya bagi organisasi tetapi juga sebagai rekreasi atau hiburan di mana dalam pelaksanaannya terdapat berbagai kepentingan.

The focus of this study is the archival coaching in an organizational socialization conceptual framework associated with the bureaucracy of governmental organization, also the meaning of the archival coaching by everyone involved in it. This research is a case study with qualitative approach. The data were collected by means of deep interview with the organizers and participants of the archival coaching. The research shows that archival coaching is a product of cultural expression held by individual, not only as an implementation of the archival policy but also the cultural policy of the individual. Archival coaching is also a form of individual negotiation to overcome the problems that occur during the archival coaching were being held. Individuals interpret the archival coaching not only as the implementation of their responsibility but also as a recreation where there are various interests."

"Tesis ini membahas tentang pelindungan arsip aset negara khususnya bukti kepemilikan tanah BKT Universitas Indonesia UI . Masalah yang menjadi perhatian peneliti adalah bagaimana pelindungan arsip aset negara dalam bentuk kepemilikan tanah UI untuk menyelamatkan aset negara dan kendala apa yang dihadapi dalam pengelolaan arsip aset serta bagaimana usulan penanggulanan kendala tersebut. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus. Metode pengumpulan data yang dilakukan yaitu observasi wawancara dan studi dokumen. Hasil penelitian menunjukkan arsip aset negara BKT UI sudah didata dan disimpan menggunakan brankas serta sudah dibuat salinan dalam bentuk digital untuk backup dan akses secara terkendali. Namun arsip tersebut perlu dilengkapi dengan dokumen pendukung untuk menyelamatkan aset negara bila ada tuntutan pihak lain di kemudian hari. Pimpinan UI perlu memberi perhatian lebih dengan menetapkan penanggung jawab dan lokasi simpan arsip aset tersebut. Kantor Arsip UI berharap memiliki gedung arsip sesuai standard nasional sebagai sarana prasarana penyimpanan guna pelindungan dan pengamanan arsip aset negara yang sangat penting ini. Rekomendasi yang diberikan dari penelitian ini adalah pembuatan program pengelolaan arsip aset negara dimulai dari BKT sebagai prioritas utama rencana besar pengelolaan arsip UI yang disahkan Pimpinan UI. Arsip Nasional Republik Indonesia ANRI selaku pembina perlu memberi dukungan kepada UI dengan menetapkan Kantor Arsip UI sebagai contoh praktek terbaik best practice pengelolaan arsip vital negara khususnya dalam arsip aset BKT.

This thesis studies the protection of state asets records, especially evidence land ownership of Universitas Indonesia UI . The problem of concern for the researcher is how to protect state asets records in the form of UI 39 s land ownership to save state asets and what constraints they face in managing the asets records as well as the proposed mitigation of the constraints. This research is a qualitative research with case study method. Methods of data collection conducted were observation, interview and document studies. The results show evidence of land ownership of UI as state asets records has been recorded and stored using a safe and UI has made digital copies for backup and access in a controlled manner. However, the records need to be supplemented with supporting documents to save state asets if there is a claim from other parties later. UI top management should pay more attention to appoint the responsible person and location to store the asets records. Kantor Arsip UI hopes to have records center in accordance with national standards as storage infrastructure for the protection and safeguard of this very important state asets records. The recommendation given from this research is the creation of state aset management records program starting from land ownership proof as the main priority of UI records management grand design approved by UI top management. Arsip Nasional Republik Indonesia ANRI as coach needs to give support to UI by setting Kantor Arsip UI as an example of best practice of vital records management for the country, especially in land ownership proof of state aset records."

"Skripsi ini membahas mengenai penerapan persyaratan fungsional dalam suatu sistem rekod elektronik dalam proses penciptaan dan pengakapturan rerkod untuk mengetahui sistem yang saat ini digunakan benar-benar layak atau tidak dikatakan sebagai suatu sistem rekod elektronik. Peneitian yang dimulai dari bulan September hingga November 2009 ini, menggunakan metode kualitatif dengan pendekatan studi kasus. Metode pengumpulan data yang digunakan adalah wawancara dan observasi partisipan. Hasil penelitian menunjukkan bahwa persyaratan fungsional dalam sistem rekod elektronik telah sesuai dengan standar yang ada dalam proses penciptaan dan pengkapturan rekod dan dapat dikatakan layak sebagai suatu rekod elektronik.

This study focus on discussion about the application of functional requirements in an electronic records system in the process of creating and capturing records to determine which system in currently used, really worth to descruibed as an electronic records system or not. This research which was conducted from September until November 2009 applied qualitative method with case study approach. Interviews and participant observation technique were used as data collecting method. The result of this research showed that the functional requirements of electronic records system was in accordance with existing standards in the process of creating and capturing records and deserve to be said as an electronic system."

Hasil penelitian menunjukkan bahwa arsip Topeng Blantek adalah arsip dinamis dan statis milik beragam organisasi pendukung yang diciptakan, diterima, digunakan kembali selama proses penetapan Topeng Blantek, para pendukung merepresentasikan nilai-nilai mereka terhadap Topeng Blantek dan arsipnya dengan menggunakan arsip tersebut untuk melindungi dan melestarikan Topeng Blantek melalui program penetapan, dan arsip mengadvokasi Topeng Blantek dengan menyuarakan dukungan dan bukti yang mendukung Topeng Blantek untuk menjadi warisan Budaya TakBenda Indonesia.

ABSTRACTThis thesis discusses records and archives advocacy in the stipulation of Topeng Blantek as Intangible Cultural Heritage of Indonesia. This research is a qualitative research with a case study method. Data collected through interviews and documents analysis. The result shows that the records and archive of Topeng Blantek consists of records and archives that created, received, and repurposed during the stipulation process, the supporters represent their values toward Topeng Blantek and the records and archives by using them to protect and preserve Topeng Blantek. Records and archives advocate Topeng Blantek by voicing evidences supporting Topeng Blantek to become Intangible Cultural Heritage of Indonesia."
