Abstract
Salah satu instrumen desentralisasi fiskal adalah Transfer Pusat ke Daerah yang didalamnya terdapat Dana Bagi Hasil Sumber Daya Alam Kehutanan. Penelitian bertujuan untuk melihat faktor-faktor apa saja yang melatarbelakangi kebijakan Dana Bagi Hasil Kehutanan di Indonesia, serta melihat bagaimana implementasinya di Indonesia dan Negara lain. Pendekatan dan metode yang digunakan adalah kualitatif.
Hasil penelitian ini menemukan bahwa faktor yang melatarbelakangi kebijakan DBH SDA Kehutanan yaitu adanya Penerimaan Negara Bukan Pajak Sektor Kehutanan, pelaksanaan desentralisasi di Indonesia, dan untuk mengatasi kesenjangan fiskal secara vertikal. Implementasi DBH SDA Kehutanan di Indonesia dilaksanakan ke dalam beberapa tahapan, yaitu perencanaan, penyaluran, pertanggungjawaban, dan pengawasan.
One of fiscal decentralization instrument is a local transfer which consist of Forest Revenue Sharing. This research aimed to described factors in policy of Forest Revenue Sharing in Indonesia, also to see how implementation of Forest Revenue Sharing in Indonesia. This research used qualitative approaches and method. The result of the research found that the factors are Non-Tax Revenue State, decentralization in Indonesia, and to solve the vertical fiscal imbalances. The implementation of forest revenue sharing in Indonesia decided into several steps, these are planning, allocating, accountability, and controlling.
