Tesis ini membahas bantuan demokrasi AS yang diimplementasikan oleh USAID Indonesia pada periode 2004-2009 dengan fokus Local Governance Support Program. Penelitian mengadopsi pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa ide dasar program desentralisasi demokratis USAID di Indonesia pada periode 2004?2009 yang hendak menjawab kebutuhan konsolidasi demokrasi telah berlangsung optimal, tetapi belum mencakup seluruh kebutuhan aktual. Untuk itu, pada masa mendatang desain dari program sejenis perlu memperhatikan beberapa kondisi, yaitu: pemilihan lokasi (daerah target), simplifikasi administrasi proyek, pemilihan bentuk dan tema kegiatan, fokus spesifik pada kegiatan untuk masyarakat sipil dan legislatif, serta pelibatan pemerintah nasional dal am prosesnya This thesis is about US democracy assistance implemented by USAID Indonesia in 2004 ? 2009 terms, focused on Local Governance Support Program (LGSP), using the qualitative descriptive design. The study shows that the idea of decentralized democratic governance program by USAID in Indonesia which was intended to fulfill the need of democratic consolidation have been implemented properly, but have not covered the overall actual challenges yet. In order to improve similar program in the future, some issues should take into account, including: selection of the area, simplifying the project administration, selection of type and topic of activities, special attention to activities design to civil society as well as local legislatives, and the involvement of Government of Indonesia in the process. |
