Abstract
In its Declaration of Bali Concord II ASEAN decided to pursue a comprehensive integration toward the realisation of oan open, dynamic and resilient ASEAN Community by 2020. To do so ASEAN endorsed the vientiane action programme (VAP) to be implemented for the period 2004 - 2010. In prpgramme of political development ASEAN put promoting human right and obligations as one of its strategies. The writer analyzes the strategy and find its lack participation, a crucial element to make it work.
