Abstrak
In traditional phase of carrying out govrenment activities from centralization to decentralization paradigm, it is needed a new way to look and new frame of thinking from government appartus. Professionalism and the will to change is the principal key. In order to realize that thing, a series of action need to be done systematically as internalization of bureaucracy values and cultural behavior behavior of anti corruption, so that it can create a clean, transparent and authorized bureaucracy.
