Sejalan dengan upaya untuk meningkatkan kemajuan sektor industri nasional, kebutuhan tenaga listrik akan terus meningkat sesuai tingkat industrialisasi. Dengan meningkatnya kebutuhan permintaan listrik permasalahan yang dihadapi selain produksi/ketersedian listrik, adalah bagaimana mendistribusikan listrik untuk memenuhi kebutuhan yang ada secara lebih merata. Ketidakmerataan permintaan listrik untuk sektor industri tentunya dipengaruhi oleh berbagai faktor yang terdapat di provinsi masing-masing. Oleh karena itu, perlu diteliti faktor-faktor yang mempengaruhi permintaan pada sektor industri di Indonesia.Penelitian ini bertujuan untuk mengindentifikasikan faktor-faktor penentu yang mempengaruhi permintaan listrik untuk sektor industri di Indonesia. Faktorfaktor yang diduga nilai output aktifitas ekonomi di sektor industri (yang tercermin dalam indikator Produk Domestik Regional Bruto (PDRB) sektor industri), harga barang itu sendiri (yaitu harga listrik sektor industri), jumlah pelanggan listrik di sektor industri, harga barang lain, salah satunya adalah harga solar sektor industri yang diduga sebagai substitusi dari listrik. Sumber data adalah PT PLN (Persero), Badan Pusat Statistik (BPS), dan PT Pertamina (Persero) dan publikasinya dari tahun 2002 hingga tahun 2008. Provinsi yang digunakan adalah 30 provinsi. Metode estimasi yang digunakan adalah estimasi menggunakan data panel (gabungan data cross-section dan time-series) dengan model individual effect (fixed effect).Hasil analisis menunjukkan bahwa permintaan listrik sektor industri di Indonesia dipengaruhi signifikan secara positif oleh PDRB sektor industri, jumlah pelanggan sektor industri dan harga solar industri serta dipengaruhi signifikan secara negatif oleh harga listrik sektor industri itu sendiri. Penelitian ini juga menunjukkan bahwa elastisitas PDRB sektor industri, harga listrik sektor industri, jumlah pelanggan listrik sektor industri dan harga solar industri sebagai subtitusi dari listrik sektor industri terhadap permintaan listrik sektor industri bersifat inelastis.
Along with the efforts to increase the progress of the national industrial sector, demand for the electricity power will continue to increase according to the industrialisation level. With the increase of the demand for the electricity the problem aside to the production/availability of the electricy, is how to equally distribute the electricity to fill the current demand. Unequally distributed electricity demand is surely determined by many factors existed in each of the regional province. As such, factors affecting the demand to the industrial sector in Indonesia are required to be examined.This study is aimed at identifying determining factors affecting the electricity demand for the industrial sector in Indonesia. Factors to be assumed are: (i) output value of the economic activities in the industrial sector (reflected in the Gross Domestic Regional Product (PDRB) indicator of the industrial sector); (ii) the price of the goods itself (i.e. price of industrial sector electricity); (iii) number of electricity customers in the industrial sector; (iv) price of other goods, one of them is price of industrial sector diesel fuel, presumed as the substitute of the electricity. Sources of data are from PT PLN (Ltd), Central Statistic Office (BPS), and PT Pertamina (Ltd). The data used is published between 2002 until 2008. There are 30 provinces used as observations. Estimation method in this study is estimation using panel data (combination of data cross-section and timeseries) with mode individual effect (fixed effect).Analysis of the result shows that the electricity demand of the industrial sector in Indonesia is positively affected significantly by: (i) the Gross Domestic Regional Product (PDRB) of the industrial sector; (ii) number of customers in the industrial sector and price of diesel fuel; as well as negatively affected significantly by the price of the electricity in the industrial sector itself. This study also shows that (a) elacticity of the PDRB of the industrial sector; (b) price of the electricity in the industrial sector; (c) number of customers in the industrial sector and price of diesel fuel as substitute of the industrial sector electricity to the demand of the industrial sector are inelastic. |
