Abstract
Budgeting is part of local legislative task. Its accountability mechanism in these activities should not rely on administrative accountability, but should include a wide accountability to public. Transparency in chaning local budgeting process must be considered as part of the whole process. The local legislative concern to accountability in their tasks and functions will affect on the public trusts to the local legislative.
