Abstract
Tesis ini membahas tentang pembaruan hukum agraria sebagai bagian dari pembaruan agraria yang diamanatkan oleh TAP MPR Nomor IX/MPR/2001 dalam potret politik hukum pemerintah yang tergambar dalam program legislasi nasional. Kajian dilakukan dengan menganalisa beberapa Rancangan Undang- Undang yang masuk dalam daftar program legislasi Nasional 2010-2014. Kajian ditekankan pada aspek urgensi dan pada sejauh mana Rancangan Undang-Undang dimaksud mampu menjawab peroalan pembaruan hukum sebagaimana diamanatkan oleh TAP MPR Nomor.IX/MPR/200.
The study discusses the agrarian law reforms as a part of the agrarian reform mandated by TAP MPR Nomor IX/MPR/2001 in term of the law and political platform of the incumbent government which represented by the National Legislation Program 2010-2014. The research is juridical normative, while the data are analyzed in descriptive analysis method. The study carries out by analyzing several bills regarding agrarian reforms in the list of the National Legislation Program in 2010-2014. The focus of the study is emphasizing the critical and urgency of the bills and finding out on to what extend the bills are able to solve the agrarian problems in accordance with the agrarian law reforms mandated by the TAP MPR Nomor.IX/MPR/2001.
