Penelitian ini berfokus pada pengukuran kinerja Direktorat Jenderal Bina Marga Departemen Pekerjaan Umum dengan menggunakan pendekatan Balanced Scorecard. Pendekatan Balanced Scorecard mengukur kinerja dari 4 perspektif yaitu perspektif pertumbuhan dan pembelajaran, perspektif proses bisnis internal perspektif keuangan dan perspektif pelanggan.Populasi dalam penelitian ini adalah pegawai Direktorat Jenderal Bina Marga Pusat yang berjumlah 1147 orang, dan Mitra Kerja Direktorat Jenderal Bina Marga Pusat yang berjumlah 51 konsultan. Sampel penelitian adalah 300 responden yaitu pegawai Direktorat Jenderal Bina Marga Pusat dan 51 konsultan terdaftar yang dipilih sebagai responden dengan criteria khusus yaitu yang turut serta dalam proyek pengadaan barang dan jasa di Ditjen Bina Marga Pusat pada tahun 2008 dan 2009.Hasil dari penelitian dapat disimpulkan bahwa kinerja Direktorat Jenderal Bina Marga dengan pendekatan Balanced Scorecard adalah cukup baik dengan nilai rata-rata total 3,05 dan hasil pengukuran skor serta bobot untuk keseluruhan aspek sebesar total 76,26 sehingga termasuk kinerja cukup baik. Kinerja dengan nilai tertinggi ada pada kinerja keuangan. Sedangkan kinerja yang mendapat skor paling kecil adalah kinerja pembelajaran dan pertumbuhan.Upaya-upaya stratejik untuk meningkatkan kinerja Direktorat Jenderal Bina Marga harus terus dilakukan agar tingkat kinerja Direktorat Jenderal Bina Marga berada pada kondisi yang lebih baik/sangat baik, terutama pada aspek pembelajaran dan pertumbuhan yaitu pemberian kesempatan untuk mengikuti pendidikan dan pelatihan dan peningkatan kesejahteraan pegawai harus terus diperhatikan. Selain itu pada aspek proses bisnis internal yang juga perlu diperhatikan adalah sarana dan prasarana yang ada harus disesuaikan dengan kebutuhan agar dapat meningkatkan kinerja Direktorat Jenderal Bina Marga.
