Tesis ini membahas mengenai Pemilihan umum menggunakan suatu metode baru yaitu dengan memanfaatkan kecanggihan teknologi dengan media computer layar sentuh yaitu electronic voting. Di beberapa Negara metode ini sudah diterapkan dan berhasil. Dengan metode ini pemilih tidak perlu lagi mencoblos ataupun mencontreng tapi cukup menyentuh dengan jari pilihan mereka. Di Indonesia Teknologi ini sedang dipersiapkan oleh BPPT dan kemungkinan akan digunakan untuk Pemilu tahun 2014.Sebelum proyek e-voting itu selesai dengan sempurna, terlebih dahulu sudah dipersiapkan electronic KTP (e-ktp) oleh kemendagri. KTP elektronik adalah langkah awal untuk pemilihan dengan sistem e-voting . Pada saat tesis ini disusun direncanakan akan mulai diterapkan pada agustus 2011 di 197 kabupaten kota dan pada tahun 2012 di 300 kabupaten kota. E-KTP ini memuat data pribadi dan memiliki satu nomor identitas tunggal (Nomor Induk Kependudukan/NIK) yang berlaku seumur hidup sejak kelahiran.Diharapkan agar ada regulasi yang jelas disamping Putusan MK 147/PUU-VII/2009 mengenai pemilu dengan e-voting tersebut agar pemilu (pilkades, pilkada, pemilu eksekutif dan l egislatif) bisa berjalan dengan baik dan sesuai dengan konsep luber dan jurdil.Tesis ini menggunakan penelitian kualitatif dengan studi literatur/penelusuran literatur dari buku, studi dokumen dan artikel yang dikutip dari berbagai macam sumber dan melakukan penelitian langsung untuk mendapatkan informasi ke Badan Pengkajian dan Penerapan Teknologi (BPPT) dan Kementerian dalam Negeri Direktorat Jenderal Administrasi dan catatan sipil di Jakarta.
This thesis discusses the general election using a new method that is utilizing technological sophistication with a touch screen computer media is electronic voting. In some countries this method has been applied and managed. With this method no longer need the voters to vote or tick but quite touched with the fingers of their choice. In Indonesia The technology is being prepared by The agency for the assessment and application of technology (BPPT) and will likely be used for election in 2014.Before the e-voting project is finished to perfection, first prepared electronic ID card (ektp)by kemendagri. Electronic ID card is the first step for the selection of the e-voting systems. At the time of this thesis is planned to be developed was implemented in August 2011 in 197 districts and cities in 2012 in 300 districts of the city. E-ID card contains personal data and have a single identity number (Identification Number of Population / NIK) is valid for life since birth.It is expected that there are clear regulations in addition to the Constitutional Court verdict on the election 147/PUU-VII/2009 with e-voting is that elections (Pilkades, elections, executive and legislative elections) can run properly and in accordance with the concept of direct, general, free, confidential, honest, fair and square.This thesis uses qualitative research to the study of literature / literature search of books, studies and articles that cited documents from various sources and do research directly to get information to the Agency for the Assessment and Application of Technology (BPPT) and the Ministry of Home Affairs Directorate General of Administration and civil records in Jakarta. |
