Arus otonomi daerah telah membawa dorongan perubahan yang cukup besar bagi perjalanan negeri ini. Salah satunya adalah perubahan dalam sistem tata kelola pemerintahan melalui konsep E-Government. Melalui Inpres No.3 Tahun 2003, pemerintah menginstruksikan kepada lembaga negara dan pemerintahan daerah untuk menerapkan kebijakan E-Government di instansinya. Hal ini ditujukan agar tata kelola pemerintahan menjadi lebih lebih efisien, efektif, tidak mahal, transparan, akuntabel, dan nyaman. Penelitian ini bertujuan untuk menganalisis penerapan E-Government Pemerintah Kota Depok menggunakan CID's Readiness for the Networked World: A Guide for Developing Countries serta untuk mengembangkan perangkat ukur penerapan EGovernment di Indonesia, dengan menjadikan Pemerintah Kota Depok sebagai survei awal. Penelitian ini menggunakan metode survei dengan penyebaran kuesioner dan jenis sampel stratified cluster sampling. Dari 39 instansi Satuan Kerja Perangkat Dinas (SKPD) di lingkungan Pemerintah Kota Depok, ada 16 instansi yang menjadi sampel. Kemudian hasil kuesioner diolah berdasarkan pengelompokan resume penilaian indikator indeks EGovernment dari perangkat CID's Readiness for the Networked World: A Guide for Developing Countries. Berdasarkan hasil penghitungan, indeks E-Government Pemerintah Kota Depok bernilai 1,54 dari skala 0-4. Nilai tertinggi pada aspek ketersediaan perangkat ICT dan keberadaan website, sementara nilai terendah pada aspek maintaining IT dan database instansi. Melihat potensi yang dimiliki Kota Depok, E-Government dapat diterapkan secara lebih optimal dengan terlebih dahulu mengubah paradigma sistem birokrasi dan layanan kepada publik. Setelah membandingkan hasil pengukuran indeks E-Government ini dengan hasil pengukuran UNDPEPA tahun 2001, UNDPADM tahun 2005, serta CID's Readiness for the Networked World: A Guide for Developing Countries di negara Trinidad and Tobago, dapat disimpulkan bahwa perangkat ukur pada penelitian ini sesuai untuk dikembangkan sebagai perangkat ukur penerapan E-Government di Indonesia.
The decentralization era has brought new significant changes for our country. One of those changes is the governmental governance system called E-Government. By the Presidential Instruction number 3/2003, the government ordering all of governmental institutions to create and implement E-Government system. Its goal is to make the governmental governance becoming more efficient, effective, inexpensive, transparent, accountable, and comfortable. The aims of this research are to analyze E-Government implementation in Governmental City of Depok using CID's Readiness for the Networked World: A Guide for Developing Countries and to develop the E-Government measurement tools in Indonesia by using this research as the first survey. This research is using survey method and stratified cluster sampling method. From 39 institutions labeled "Satuan Kerja Perangkat Dinas" under Governmental City of Depok, there are 16 institutions that become the samples. After that, the results of the questionnaire are grouped by the resume of measurement indicator EGovernment index adapted from CID's Readiness for the Networked World: A Guide for Developing Countries. Based on those calculation set, E-Government index of Governmental City of Depok is 1,54 from the scale 0 to 4. The highest point on the availability ICT's tools and institution database aspects. Considering the potential had by the City of Depok, E-Government system could be optimally implemented by changing the bureaucratic system and service paradigm to the public. After comparing this E-Government measurement result with the measurement result by UNDPEPA year 2001, the measurement result by UNDPADM year 2005, and CID's Readiness for the Networked World: A Guide for Developing Countries measurement result on Trinidad and Tobago country, this research may conclude that this measurement tool is relevant to be developed as the E-Government measurement tool in whole of Indonesian governmental region. |
