Pada konteks tertentu, terdapat kejahatan yang mendapatkan dukungan sosial dari komunitas masyarakat dan terjadi relasi sosial yang khas antara pelaku kejahatannya dengan masyarakatnya. Demikian pula halnya dengan masyarakat di kampung X yang menjalin relasi khas dengan para bandar narkoba. Relasi yang unik ini membuat para bandar narkoba dapat menjalankan kegiatan peredaran narkobanya dengan rapi. Sebagaimana argument dari Peter Michael Blau dalam teori pertukaran sosial, bahwa ketertarikan sosial mendorong terjadi proses pertukaran sosial. Baik bandar narkoba dan warga memiliki ketertarikan sosial yang didasarkan pada pertimbangan reward instrinsik dan reward ekstrinsik. Ketertarikan atas dasar pertimbangan inilah yang membuat mutual relation diantara mereka. Berdasarkan pengamatan peneliti, pertukaran sosial yang terjadi antara bandar narkoba dengan warga dapat bersifat lestari. Dan pertukaran yang bersifat lestari tersebut terjadi antara bandar narkoba dengan warga yang supporting maupun yang bystander. Sebaliknya, ada juga kondisi dimana pertukaran sosial itu pun juga dapat terhenti. Penelitian ini mecnoba untuk memahami model dari pertukaran sosial, khususnya pertukaran sosial yang terjadi antara bandar narkoba denga warga di kampung X. Pertukaran sosial antara bandar narkoba dengan warga di kampung X tidak hanya menujukkan penghargaan instrinsik seperti ingin dihormati, merasa diterima namun juga memperlihatkan penghargaan ekstrinsik dalam bentuk uang, barang dan jasa. In certain circumstances, some community had been given social supported to some criminal activities. This uniqe relations between them allows drug dealers to operates the drug dealing business. The model is premised on process of relationships of the drug dealers and the community in Ambonese?s Village, West Jakarta. The social relations not only between the drug dealing and supporting citizen but bystander too. The model argues that social relations must ensure that the community is given a voice in the way police enforce the laws. The model encourages that the drug dealers and community work together in a partnership that is different from the traditional relationship shared between the two groups under the previous social exchange model. This working in partnership means that not only must the drug dealers become more open to the community providing direction in the way they do their activity, but also that the community must take a more active role in the policing of their areas. This partnership could be considered an exchange of money, goods and services from both the drug dealers and the community. As argued by Peter Michael Blau in Social Exchange Theory, relationships that are on-going and have elements of exchange have obligations. These obligations of giving, receiving and reciprocity ensure that the relationship between the groups is not only maintained, but strengthened. This research attempts to understand the model of social exchange in terms of how social exchange process it is being applied by drug dealers and community in amobenes?s village. With the model encouraging a relationship with the community, issues of gift exchange appear. Through interviews with drug deallers, as well as citizens from the community of ambonese? village, how these obligations are being met and its relation to Blau?s theory of social exchange are explored. |
