This article describes the conflicting ideas on centralized anddecentralized system of police. The author traces the developmentof both the Continental and the Anglo-Saxon models of policeback from the ancient history. He argues that there are no moreoriginal model of both, but have been modified. Those Statesimplementing decentralized system, such as USA and England,have actually adopted centralization scheme, while thoseimplemeting centralized system, such as Japan ad Sweden, haveembraced decentralization scheme. The author then offers arecommendation on how to design a proper model for theIndonesian police system, so it will not be contrary to the culturalcharacteristics of the country and the Decree of the PeopleConsultative Assembly (Tap MPR) Number TLU' year 2000, whichhas recently declared the implementation of national system ofthe Indonesian Police. |
