ABSTRAK
Pengukuran efisiensi pada Kementerian Keuangan merupakan salah satu syaratdalam mewujudkan tata kelola pemerintahan yang baik dan mempercepatpenerapan penganggaran berbasis kinerja. Adanya alat dan mekanismepengukuran efisiensi pada Kementerian Keuangan, diyakini akan mampumeningkatkan kinerja dan efisiensi kementerian/lembaga yang bersangkutan.Penelitian ini mencoba membangun model pengukuran kinerja dan efisiensiEselon 1 Kementerian Keuangan sekaligus melakukan pengukuran denganmenggunakan metode Free Disposable Hull. Melalui perumusan indikator kinerjaumum dan indikator kinerja fungsional, kemudian dihitung nilai indeks kinerjadan nilai indeks efisiensi 12 (dua belas) Eselon 1 Kementerian Keuangan.Hasilnya, ditemukan bahwa DJPU, BAPEPAM-LK dan BPPK merupakan eselon1 yang relatif lebih efisien dibandingkan dengan eselon 1 yang lain.
Abstract
Measuring the efficiency of the Ministry of Finance is also a prerequisite inrealizing good governance and accelerate the implementation of performance basebudgeting. The existence of tools and mechanisms for measuring efficiency in theMinistry of Finance, is believed to be able to improve performance and efficiencyof ministries/institutions concerned. This research attempts to develop models ofperformance measurement and efficiency echelon 1 of Ministry of Finance as wellas take measurements using the Free Disposable Hull. Through the formulation ofcommon performance indicators and functional performance indicators, and thencalculate the value of performance index and efficiency index value of 12echelons of Ministry of Finance. As a result, it was found that DJPU, BAPEPAMLKand BPPK is an echelon 1 is relatively more efficient in comparison with oneanother echelon. |
