ABSTRAK Dalam rangka mendukung pemanfaatan bahan bakar nabati dan menjaminpenggunaan biodiesel di Indonesia pada tahun 2008 pemerintah menerbitkanPermen No. 32 Tahun 2008 Tentang Penyediaan, Pemanfaatan dan Tata NiagaBahan Bakar Nabati (Biofuel) sebagai Bahan Bakar Lain. Dalam peraturantersebut pemerintah mewajibkan penggunaan minimal biodiesel di sektortransportasi PSO (Public Service Obligation) dan Non PSO, industri dan komersil,serta pembangkit listrik hingga tahun 2025. Studi ini bertujuan untuk menganalisaimplementasi kebijakan kewajiban pemanfaatan biodiesel serta mengetahuifaktor-faktor yang mempengaruhi permintaan dan penawaran biodiesel diIndonesia.Untuk menjawab tujuan tersebut maka pendekatan yang digunakan adalahevaluasi formal, kualitatif deskriptif, dan kuantitatif. Pendekatan evaluasi formaldilakukan dengan menilai tercapai atau tidaknya tujuan dan sasaran yangtercantum dalam dokumen resmi. Sedangkan penawaran biodiesel dihitungdengan menggunakan metode regresi linier berganda (OLS). Sementarapendekatan kualitatif deskriptif dilakukan dalam bentuk wawancara mendalamdengan pakar/ahli untuk mengetahui permintaan biodiesel.Berdasarkan hasil penelitian diketahui bahwa (1) implementasi kebijakanmandatory pemanfaatan biodiesel belum dapat mencapai target yang telahditetapkan, (2) faktor-faktor yang mempengaruhi penawaran biodiesel diIndonesia secara nyata adalah harga bahan baku (CPO), harga biodiesel domestikdan penawaran biodiesel tahun sebelumnya, dan (3) faktor utama yangmempengaruhi permintaan biodiesel di Indonesia adalah, implementasi kebijakan,harga biodiesel dan harga bahan bakar minyak, ketersediaan infrastruktur, sertasebaran lokasi produsen biodiesel. ABSTRACT In order to support the use of biofuel and to guarantee the use of biodiesel inIndonesia, in 2008 the government issued Permen (Minister?s Regulation) No. 32year 2008 on the Supply, Use, and Commerce of Biofuel as Alternative Fuel. Inthe regulation, the government requires the minimum use of biodiesel in the PSO(Public Service Obligation) and Non-PSO transportation sectors, industrial andcommercial, and for electricity power plant until 2025. This study aims to analyzethe policy implementation of mandatory biodiesel use and to discover the factorsinfluencing the demand and supply of biodiesel in Indonesia.To respond to those objectives, the approach used is formal evaluation, qualitativeand quantitative descriptive. The formal evaluation approach was conducted byassessing whether the objectives and targets mentioned in the official documenthave been accomplished or not. Meanwhile, the biodiesel supply was estimated byusing an ordinary least square method (OLS). Moreover, the qualitativedescriptive approach was conducted in a form of in-depth interview with the mainspecialists/experts to figure out the demand side of biodiesel.The result show that (1) the policy implementation of mandatory biodiesel use hasnot been able to accomplish the targets determined, (2) the factors influencing thebiodiesel supply significantly in Indonesia are raw material prices (CPO),domestic biodiesel prices, and the previous biodiesel supply, and (3) the mainfactors influencing the biodiesel demand in Indonesia are policy implementation,biodiesel prices and fuel oil prices, the availability of infrastructure, and thespread of biodiesel producer locations. |
