Tesis ini membahas mengenai semakin banyaknya pembentukan Tim Ad Hoc yang berada di Direktorat Jenderal Pengolahan dan Pemasaran Hasil Perikanan. Ciri-ciri Tim tersebut yaitu dibentuk secara insidental, diperbaharui setiap tahun anggaran, mempunyai tugas pokok dan fungsi yang mirip atau sama dengan tugas pokok unit organisasi pembentuknya. Tim tersebut dibentuk dengan Keputusan Direktur Jenderal Pengolahan dan Pemasaran Hasil Perikanan yang dilatarbelakangi kegiatan teknis tertentu. Pembentukan Tim tersebut mengakibatkan pemborosan anggaran, prosedur semakin berbelit, adanya tumpang tindih kewenangan, ouput tidak maksimal. Untuk itu sejalan dengan reformasi birokrasi keberadaannya perlu dikurangi agar masalah-masalah tadi dapat teratasi. This thesis discusses the increasing number of the establishment of the Ad Hoc its Directorate General of Processing and Marketing of Fishery. The characteristics of these teams are formed incidentally, updated every financial year, has the duties and functions that are similar or the same as the main tasks of the constituent units of the organization. The team was formed by the Director General of Processing and Marketing of Fishery motivated certain technical activities. Team Building resulted in wastage of the budget, the more complicated procedures, overlapping authority, the output is not optimal. For it is in line with the existence of bureaucratic reform needs to be reduced so that the problems can be resolved earlier. |
