ABSTRAK
Kota Bandung sebagai ibukota Propinsi Jawa Barat dan pula sebagai pusat pertumbuhan di wilayah Bandung Raya diharapkan mampu mendongkrak perekonomian baik wilayahnya sendiri maupun bagi perekonomian di wilayah sekitarnya bahkan perekonomian nasional. Banyak literatur yang menyebutkan bahwa adanya sektor basis dalam suatu perekonomian akan dapat merangsang pertumbuhan sektor-sektor ekonomi lainnya dalam perekonomian tersebut dan akan menciptakan kebutuhan terhadap tenaga kerja. Penelitian ini bertujuan untuk mengidentifikasi sektor basis dalam perekonomian Kota Bandung dan wilayah kecamatan di dalamnya, menganalisis pengaruh sektor basis tersebut terhadap penyerapan tenaga kerja, mendapatkan informasi spasial tentang pusat-pusat kegiatan sektor basis, dan menentukan prioritas pengembangan perekonomian Kota Bandung melalui penentuan prioritas pengembangan sektor perekonomian. Alat analisis yang digunakan dalam penelitian ini adalah Location Quotient, dan Shift Share Analysis. Penelitian ini terbagi menjadi 3 tahun selama 10 tahun penelitian yakni tahun 2000, tahun 2005, dan tahun 2010 pada tingkat kecamatan dan Kota Bandung.Berdasarkan hasil pengolahan data, perekonomian Kota Bandung didominasi oleh Sektor Keuangan, Persewaan dan Jasa Perusahaan, Sektor Jasa-Jasa, Sektor Pengangkutan dan Komunikasi, Sektor Perdagangan, Hotel dan Restoran, dan Sektor Bangunan. Adapun untuk tingkat kecamatan menunjukkan bahwa mayoritas perekonomian Kota Bandung pada tahun 2000, 2005, dan 2010 didominasi oleh sektor tersier seperti Sektor Bangunan; Sektor Keuangan, Persewaan, dan Jasa Perusahaan; dan Sektor Perdagangan, Hotel dan Restoran. Hasil Shift Share Analysis menunjukkan bahwa sektor-sektor ekonomi dalam perekonomian Kota Bandung yang memiliki keunggulan kompetitif adalah Sektor Keuangan, Persewaan dan Jasa Perusahaan, Sektor Jasa-Jasa, Sektor Pengangkutan dan Komunikasi, Sektor Perdagangan, Hotel dan Restoran, dan Sektor Listrik, Gas dan Air Bersih, serta Sektor Pertanian. Berdasarkan penggabungan nilai Location Quotient dan Shift Share Analysis didapat bahwa Sektor Keuangan, Persewaan dan Jasa Perusahaan, dan Sektor Jasa-Jasa merupakan sektor yang masuk dalam kategori prioritas utama yang paling prospektif untuk dikembangkan. Kedua sektor tersebut merupakan sektor basis dan memiliki komponen bauran industri dan komponen keunggulan kompetitif yang lebih baik dibandingkan sektor ekonomi lainnya baik di Propinsi Jawa Barat maupun Kota Bandung.
ABSTRACT
Bandung, as the capital city and one of the biggest city in West Java, is expected to boost the economy not only for its own region but also for the economy in the surrounding area and even the national economy in general. Many literature find that basis sector in an economic system can stimulate the growth of other economic sector and also can create more job opportunity. The study aimed to identify and analyze the base sector in Bandung economic system, including the subdistricts economy, analyse the impact of the basis sector in employment, get spatial information of the main domination of basis sector activity, and to determine the focus of Bandung economic development through prioritizing the development of economic sectors. The analytical tools used in this study are Location Quotient (LQ), and Shift Share Analysis (SSA). The study covers the sector growth in Bandung and its sub-district during 2000 – 2010, and it is divided into 3 stages of 2000, 2005, and 2010.The result of Location Quotient in the sub district level shows that in 2000, Bandung economic system is dominated by Construction Sector; and Trade, Hotel and Restaurant Sector. In 2005, the Building sector still dominate. Financial, Renting and Company Service Sector is growing in this year. It can be seen that Bandung economy is dominated by tertier sector. In 2010, Trade, Hotel and Restaurant Sector is dominating Bandung economy. While in the city level, Financial, Renting and Company Service Sector, Services Sector, Transportation and Communication Sector, Trade, Hotel and Restaurant Sector, and Construction Sector are the base leading sectors in Bandung economic system. Moreover, the result of Shift Share Analysis shows that the economy sector which has a good development are Financial, Renting and Company Services Sector, Services Sector, Transportation and Communication Sector, Trade, Hotel and Restaurant Sector, and Electricity, Gas, and Clean Water Sector, and Agriculture Sector. Those sectors are the comparative excellences of Bandung than the others city in West Java. Based on grade compilation between Location Quotient and Shift Share Analysis, Financial, Renting and Company Service sector and Services sector are the main priority sector to be developed. These are the base sectors which have better industrial mix and competitive advantage components compared to other economic sectors, both at West Java Province level and Bandung level. |
