ABSTRAK Listrik mempunyai peranan yang penting dalam pembangunan suatu negara,terutama dalam mendukung proses industrialisasi yang merupakan kekuatanutama pendorong pembangunan. Untuk meningkatkan ketersediaan listrik diIndonesia, pemerintah memiliki program yaitu pengembangan Power Plant TahapII. Program ini telah ditetapkan pada 8 Januari 2010 sesuai dengan PeraturanPresiden No. 4 Tahun 2010 dan Peraturan Menteri ESDM No 2 Tahun 2010 joNo. 15 Tahun 2010. Pada tahun 2019 ditargetkan dapat dikembangkan powerplant sebesar 9.992 MW termasuk pengembangan power plant geothermal.Penelitian ini bertujuan untuk menganalisa strategi pendanaan dari investasiproyek pengembangan geothermal. Terdapat tiga scenario struktur pendanaanyaitu : (I) 100% modal untuk seluruh biaya investasi; (II) Pinjaman untuk seluruhbiaya investasi downstream dan modal untuk seluruh biaya investasi upstream;(III) Pinjaman untuk seluruh biaya investasi downstream dan modal untuk seluruhbiaya investasi upstream kecuali biaya sumur injeksi. Alat yang digunakanmenganalisis investasi yang digunakan dalam penelitian ini adalah Net PresentValue (NPV), Internal Rate of Return (IRR), Discounted Payback Period (DPP)and Profitability Index (PI).Penelitian ini menyimpulkan bahwa proyek pengembangan geothermal denganmenggunakan skenario pendanaan II dan III adalah layak dan diterima untukdilaksanakan, tetapi jika menggunakan skenario pendanaan I proyekpengembangan geothermal menjadi tidak layak. ABSTRACT Electricity has a very important role in national development, especially tosupport industrialization process as force driver of development. To boost theavailability of electricity in Indonesia, government has program named powerplant development phase II. This program has been established on January 8,2010, by President Regulation No. 4 year 2010 and Minister of Energy andMineral Resources Regulation No. 02 year 2010 jo No. 15 year 2010. Power plantdevelopment is targeted to be developed 9.992 MW include geothermal powerplant development in 2019.This study is aiming to analyze the financing strategy of investment in geothermaldevelopment project. There are three scenarios of financing structure, which are(I) 100% Equity for all investment/project cost; (II) Loan for all downstreamproject cost and Equity for all upstream project cost; (III) Loan for all downstreamproject cost; equity for upstream project cost except injection wells. The tools forinvestment analysis used in this study are Net Present Value (NPV), Internal Rateof Return (IRR), Discounted Payback Period (DPP) and Profitability Index (PI).This study found that geothermal development project is feasible and accepted tobe executed for financing scenario II and III, but it will unfeasible if the projectrun by financing scenario I. |
