Skripsi ini membahas mengenai analisis formulasi kebijakan bea keluar terhadap produk turunan minyak kelapa sawit. Pemerintah memiliki kewenangan untuk membentuk suatu kebijakan publik. Pemerintah memiliki program hilirisasi industri, dimana program tersebut bertujuan agar bahan baku yang diproduksi di dalam negeri tidak langsung diekspor melainkan diolah terlebih dahulu sehingga menghasilkan nilai tambah yang signifikan bagi negara. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis data kualitatif. Hasil penelitian ini menunjukan bahwa alur proses formulasi yang dilakukan pemerintah ada enam tahap, yaitu departemen terkait memberikan proposal kepada Menteri Keuangan, Menteri Keuangan melihat realita yang ada, kemudian membentuk tim tarif yang tugasnya menentukan besarnya tarif bea keluar, terbentuk besarnya tarif, lalu disahkan oleh Menteri Keuangan. Serta terdapat kendala dalam proses formulasi yang dapat menjadi bumerang bagi pemerintah sendiri. This thesis discusses the analysis of tax policy formulation towards palm oil derivative products. The government has the authority to shape public policy. The government has a downstream industries program, where the program is intended to make the raw materials produced in the country is not directly exported but are treated so as to produce significant added value for the country. This study used a qualitative approach to qualitative data analysis techniques. These results indicate that the flow formulation process by the government there are six stages, namely the relevant departments gave a proposal to the Minister of Finance, the Minister of Finance to see reality, then form a team whose job it is determining the rate of export duty rates, tariffs formed and approved by the Minister of Finance. And there are obstacles in the process of formulation that can backfire for the government itself. |
