Abstract
Skripsi ini membahas mengenai formulasi draft akhir dari regulasi terkait dengan penilaian kinerja pegawai pemerintah. Sebab, kualitas dari kinerja pegawai pemerintah akan memberikan pengaruh yang signifikan dalam pembangunan dan pelayanan kepada masyarakat. Dalam penetapan regulasi, proses yang utama ialah pada tahap formulasi. Dalam tahapan ini, instrumen-instrumen penting terkait dengan regulasi tersebut dirumuskan secara detail. Penelitian ini merupakan penelitian kualitatif deskriptif yang bertujuan menggali lebih dalam mengenai formulasi draft akhir dan kendala-kendala yang dihadapi pada tahap formulasi draft akhir regulasi. Hasil dari penelitian ini ialah berupa formulasi draft akhir Peraturan Pemerintah Nomor 46 Tahun 2011 tentang Penilaian Prestasi Kerja Pegawai Negeri Sipil, serta kendala-kendala yang dihadapi dalam formulasi draft akhir tersebut.

This thesis discusses the formulation of the final draft of the regulations related to the performance of government employees. Therefore, the quality of the performance of government employees will have a significant influence in the development and service to the community. In a regulatory setting, the primary process is the formulation stage. In this stage, important instruments associated with the regulation is formulated in detail. This research is a descriptive qualitative research that aims to dig deeper into the formulation of the final draft and the constraints faced in the formulation of the final draft regulations. Results from this study is that the form of the formulation of the final draft of Government Regulation Number 46 Year 2011 concerning the Civil Service Performance Work, and constraints faced in the formulation of the final draft.
