Pembangunan daerah bertujuan meningkatkan taraf hidup dan kesejahteraan rakyat didaerah melalui pembangunan yang serasi dan terpadu baik antarsektor maupun antara pembangunan sektoral dengan perencanaan pembangunan oleh daerah yang efisien dan efektif menuju tercapainya kemandirian daerah dan kema juan yang merata diseluruh pelosok tanah air. Hak-hak asasi anak torlantar dan anak jalanan.. peda hakikatnya sama dangan hak-hak asasi manusia peda umum nya, seperti yang tereantum dahuu UU No. 39 Tahuu 1999 tentang Hak Asasi Manusia, dan Kepulusan Presiden RI No. 36 Tahun 1999 tentang P engesahan Convention on the Right of the Child (Konvensi tentang hak-hak Anak). Da1am kaitan ini Peneliti tertarik untuk meneliti bagaimana peran Pemerintah Kota Bekasi dalam pembinaan dan pemberdayaan anak jalanan kaitannya dengan ketahanan daerah Kota Bekasi.Tujuan Penelition ini adalah Mengetahui besarnya pengaruh pendidikan terhadap perilaku anak jalanan, mangetahui besarnya pengaruh kemiskinan terhadap perilaku anak jalanan, mangetahui besarnya pengaruh perilaku lingkungan terhadap perilaku anak jalanan, mengetabui besarnya pengaruh pendidiken, kemiskinan dan perilaku lingkungan secara bersama terbadap perilaku anak jalanan di Kota Bekasi.Metode yang digunakan adalah menggunakan survey yang dilakuken pada populasi besar maupun kecil, tetapi data yang akan dipelajari adalah data dari sampel yang di ambil dari populasi tersebut sehingga ditemakan kejadian-kejadian relatif, distribusi dan hubungan-bubungan antar variabel.Teknik analisis data yang dipergunaken dalam penelitian ini adalah desktiptif analitis yang disesuaikan dangan lendasan konseptual penelitian. Penelitian ini menguraikan desktiptif tentang pengaruh Pendidiken, Kemiskinan dan Perilaku Lingkungan terhadap Perilaku Anak Jalanan Instrumen desktiptif adalab hasil pengumpulan data primer (kuesioner dan wawancam dangan responden) yang di perkuat dengan data sakunder (berupa keterangan dari masyarakat sekitar). Ada pun hasil deskripsi ditunjukan dalam bentuk label distrubusi frekuensi.Hasil penelitian ini membuktikan bahwa ketiga faktor (pendidikan, kemiskinan dan perilaku lingkungan) berpengaruh signifikan terhedap peri1aku anak jalanan di Kola Bekesi. Namun, pengaruh ketiga variabel tersabut tidaklah dominan, karena hanya 33,8 %. Hal ini juga berarti bahwa terdapat beberapa faktor atau variabel lain yang dapat mempengaruhi peri1aku anak jalanan di Kota Bekasi.

Human rights of displaced children and street children, essentially the same as human rights in general, as stated in Law no. 39 Year 1999 on Human Rights, and Presidential Decree No. 36 of 1990 concerning Ratification of the Convention on the Rights of the Child (Convention on the rights of the Child). ln this regard, researchers interested in studying how the role of the Government of the City of Bekasi in coaching and empowerment of street children to do with endurance Bekasi area.The purpose of this research is knowing the enormous impact of education on the behavior of street children, know the size of the effect of poverty on children's behavior the streets, know the size of the effect of environment on behavior behavior of street children, know the size of the effect of education, poverty and environmental behavior jointly the behavior of street children in City of Bekasi.The method used is to use survey in large and small populations but data to be studied is the data of samples taken from the popu1ation so that found events relative, distribution and relationships between variables.The data analysis technique used in this research is descriptive analytical that is adjusted with the conceptual foundation of research. This study outlines a descriptive on the influence of Education. Poverty and Environmental Behavior of Street Child Behavior. Descriptive instrument is the result of primary data collection (questionnaires and interviews with respondents), reinforced with secondary data (a description of the surrounding community).The results shown in table description distribution frequency. These results prove that the three factors (education, poverty and environmental behaviors) significantly affects the behavior of street children in the city of Bekasi. However, the influence of these three variables is not dominant, since only 33.8%. This also means that there are several factors or other variables that can affect the behavior of street children in the city of Bekasi. |
