Tesis ini mengangkat permasalahan pemanfaatan Teknologi Informasi melalui sarana internet dalam Penyampaian Surat Pemberitahuan Perkembangan Hasil Penyidikan (SPZHP) kepada pelapor oleh penyidik Dit Reskrimum Polda Metro Jaya. Pemanfaatan Teknologi Informasi dengan sistem jaringan website http://www.resktimwn.metrQ.1;0lri.go.id merupakan salah satu upaya Direktorat Resérse Kriminai Urnum Polda Metro Jaya untuk mewujudkan transparansi dan akuntabilitas dalam penyidikan perkara yang ditanganinya, sehingga diharapkan akan te1jadi komtmikasi antara penyidik yang menangani perkara dengan pelapor. Fokus penelitian ini mengenai pengelolaan Teknologi Informasi oleh penyidik Dit Reskrimum Polda Metro Jaya dalam menyampaikan SPZHP kepada pelapor, alasan pernanfaatan teknologi informasi melalui .saluran internet dalam menyampaikan SPZHP kepada pelapor, kendala penyidik dalam memanfaatkan teknologi informasi dan harapan dari pelapor kepada penyidik Ditreskrimum dalam memanfaatkan teknologi informasi untuk menyampaikan SPZHP. Penelitian ini menggunakan pendekatan penelitian kualitatifl Pendekatan kualitatif ini digunakan oleh peneliti memperoleh pemahaman dan gambaran/deskripsi secara mendetail tentang pemanfaatan teknologi informasi oleh penyidik Dit Resklimum Polda Metro Jaya dalam menyampaikan SPQHP kepada pelapor sebagai suatu sasaran dalam penelitian ini. Dari hasil penelitian menunjukkan bahwa penyampaian SPZHP kepada pelapor melalui website http://www.reskrimum.metro.polri.go.id oleh penyidik Dit Reskrimum Polda Metro Jaya cukup bermanfaat, namun dalam pelaksanaannya masih ditemukan adanya kendala, khususnya terkait dcngan kualitas dan kuantitas sumber daya manusia (Penyidik Dit Reskrimum) dan dalam operasionalisasinya belum terdukung oleh anggaran dalam DIPA. Rekomendasi dari penelitian ini adalah perlunya pembinaan terhadap Penyidik Dit Reskrimum Polda Metro Jaya sebagai ujung tombak pelaksanaan tugas kepolisian yang berhubungan langsung dengan masyarakat dalam penyelenggaraan penyampaian SPZHP kepada pelapor dengan memanfaatkau teknologi informasi melalui jaringan internet dan dukungan anggaran dalam operasionalisasinya.
The thesis discusses about problems concerning the use of information technology through the Intemet in delivering letters of informing the progress of investigation (SPZHP) to complainants by investigators of Jakarta Metropolitan Regional Police Command. The usage of information technology through http://www.reskrimnum,metro.polri.go.id is a new effort implemented by the Criminal Investigation Department of General Crime Directorate (Dit Reskrimum) in order to realize the transparency and accountability in investigating cases. It is expected by using such technology, there will be a good communication between investigators and complainants. The thesis focuses on the management of information technology held by investigators of Jakarta Metropolitan Regional Police Command in delivering SP2HP to complainants, reasons of using information technology through the Internet in delivering SP2HP to complainants, investigators? obstacles in using information technology and the expectation of complainants to the investigators of Dit Reslcrimum in using information technology in delivering SPZI-IP. The research employs qualitative approach. Such approach is employed by researchers in order to gain an understanding and detailed description about the use of information technology by the investigators of Ditreskrimum in delivering SPZHP to complainants as the targets of this research. The results of the research reveal that the delivery of SPZHP to the complainants through http://www.reskrimnum,metro.polri.go.id by the investigators of Ditreskrimum of Jakarta Metropolitan Regional Police Command has some advantages. In fact, there are still some problems, especially those are related tothe quality and quantity of human resources. Moreover, the implementation of such program has not been supported by official budget from the government (DIPA). The research recommends that there is a necessity to guide the investigators involved in the program as the spearhead in implementing police duties that are directly related to community in organizing the delivery of SPZHP to the complainants through the Internet. In addition, it goes without saying that such program needs support in a form of oficial budget. |
