ABSTRAK Tesis ini menguraikan tentang proses politik di Dewan Perwakilan RakyatRepublik Indonesia (DPR-RI) saat pembahasan Rancangan Undang-Undang(RUU) Pemilihan Umum (Pemilu) yang melibatkan sembilan fraksi partai politikhasil Pemilu 2009, yakni Partai Demokrat, Partai Golongan Karya, PartaiDemokrasi Indonesia Perjuangan, Partai Keadilan Sejahtera, Partai AmanatNasional, Partai Persatuan Pembangunan, Partai Kebangkitan Bangsa, PartaiGerakan Indonesia Raya, dan Partai Hati Nurani Rakyat.Permasalahannya adalah bagaimanakah proses tarik menarik kepentinganpolitik antarfraksi tersebut yang menghasilkan konflik dan konsensus, khususnyaterkait dengan empat isu krusial yakni sistem pemilu, alokasi kursi per daerahpemilihan, ambang batas parlemen, dan metode penghitungan suara menjadikursi. Setelah dilakukan lobi politik intensif antara Pimpinan DPR-RI danPimpinan Fraksi akhirnya isu sistem pemilu dan alokasi kursi per daerahpemilihan pengambilan keputusannya dilakukan secara musyawarah mufakatsehingga tercapai konsensus, sedangkan isu ambang batas parlemen dan metodepenghitungan suara menjadi kursi pengambilan keputusannya dilakukan denganpemungutan suara.Teori yang digunakan adalah Teori Konflik dari Maurice Duverger, TeoriKonsensus dari Maswadi Rauf, Teori Sistem Pemilu dari Ben Reilly, AndrewReynolds dan Miriam Budiardjo, Teori Partai Politik dari Miriam Budiardjo,Sigmund Nuemann dan Alan Ware serta Teori Perwakilan dari Hanna FenichelPitkin, Miriam Budiardjo dan Bintan R. Saragih. Penelitian ini adalah penelitiankualitatif dengan teknik analisa deskriptif analitis dan wawancara mendalamdengan anggota fraksi yang terlibat dalam proses politik tersebut.Hasil temuan penelitian ini menunjukkan bahwa konflik antarfraksi politikdalam pembahasan RUU Pemilu di DPR-RI tidak mengindikasikan adanyaperjuangan ideologi politik, tetapi lebih dimotivasi oleh orientasi dan kepentinganpolitik praktis semata-mata yang bersifat pragmatis dalam rangka meraihkekuasaan secara demokratis melalui rekayasa UU Pemilu yang kompromistis.Teori Konflik (sebagian), Teori Konsensus, Teori Sistem Pemilu, TeoriPartai Politik, dan Teori Perwakilan berimplikasi positif terhadap konflik dankonsensus antarfraksi dalam pembahasan RUU Pemilu di DPR-RI. ABSTRACT This thesis discusses about the political process in the House ofRepresentatives of the Republic of Indonesia (DPR-RI) during the discussion ofElection Bill, which involved nine factions of political parties from 2009 Election:Partai Demokrat (Democratic Party), Partai Golongan Karya (Working GroupParty), Partai Demokrasi Indonesia Perjuangan (Indonesian Democratic Party-Struggle), Partai Keadilan Sejahtera (Prosperous Justice Party), Partai AmanatNasional (National Mandate Party), Partai Persatuan Pembangunan (UnitedDevelopment Party), Partai Kebangkitan Bangsa (National Awakening Party),Partai Gerakan Indonesia Raya (Great Indonesian Movement Party), and PartaiHati Nurani Rakyat (People's Conscience Party).The problem was how the power interplay among these factions createdconflict and consensus about four crucial issues: election system, allocation ofseats for each electoral district, parliamentary threshold, and method of turningvotes to seats. After an intensive political lobbying between the chairman of theHouse and the factions’ leader, the decision on election system and allocation ofseats was made by deliberation, while the decision on parliamentary threshold andmethod of turning votes was reached by voting.The theories applied in this study are Conflict Theory by MauriceDuverger, Consensus Theory by Maswadi Rauf, Election System Theory by BenReilly, Andrew Reynolds and Miriam Budiardjo, Political Party Theory byMiriam Budiardjo, Sigmund Nuemann and Alan Ware, and RepresentationTheory by Hanna Fenichel Pitkin, Miriam Budiardjo and Bintan R. Saragih. Thisis a qualitative study with descriptive analytical techniques and deep interviewswith the factions’ members involved in that political process.The findings of this study show that the conflict among factions in thediscussion of Election Bill in the House of Representatives was not driven by astruggle for certain political ideologies, but by pragmatic, practical, politicalorientations and interests to gain power democratically through a compromisingelection bill scheme.Conflict Theory (in part), Consensus Theory, Election System Theory,Political Party Theory, and Representation Theory had a positive implication inthe conflict and consensus occurring in the discussion of Election Bill in theHouse of Representatives of Republic of Indonesia. |
