ABSTRAK Penelitian ini membahas mengenai perkumpulan sosial dalam kaitannyadengan negara. Dengan pendekatan keterlekatan (emededdness), keduaelemen tersebut dilihat memiliki hubungan resiprokal dan tidak bisa dipisahkan.Dalam konteks itu, perkumpulan sosial memiliki modal sosial dalam tiga bentuk;ikatan (bonding), hubungan (bridging), dan pengkait (linking). Ketiga entitastersebut berkembang sesuai dengan latar belakang sejarah masyarakatnya,sehingga di dalam setiap masyarakat akan ditemuan proporsi modal sosial yangberbeda.Dengan menggunakan penekatan kualitatif, pengambilan data didapatkanmelalui wawancara, observasi dan studi dokumen. Mengambil tempat diAnambas, dikerenakan wilayah ini baru saja memiliki pemerintahan lokal barudengan beberapa karakteristik khas. Karakteristik khas tersebut antara lain; (1)berada di perbatasan Indonesia, (2) wilayahnya kepulauan, (3) pemerintah lokalmemiliki APBD yang besar.Ditengah upaya demokratisasi, pemerintah baik dalam tingkat nasionalmaupun lokal berupaya untuk menciptakan masyarakat yang aktif, yangtermanifestasi dalam berbagai perkumpulan sosial. Desa Rintis memperlihatkanbagaimana peran aktif pemerintah lokal, mampu memicu bermunculannyaperkumpulan sosial di tingkat desa. Hal ini dipahami karena pemerintah lokalmemiliki kekuatan struktural lewat regulasi yang dimilikinya untuk mempengaruhimasyarakat. Selain itu pemerintah lokal juga menyediakan modal ekonomisekaligus modal kultural yang disertakan didalam proses relasional antaranegara dengan perkumpulan sosial. Kondisi ini menyebabkan, adanya inisiatifdari beberapa anggota masyarakat untuk membentuk serta terlibat dalamaktifitas perkumpulan sosial.Ditinjau dari konsep modal sosial, perkumpulan sosial di Desa Rintismemiliki modal sosial yang tidak seimbang antara bonding, bridging, dan linking.Perkumpulan sosial kuat pada sisi linking, namun lemah pada sisi bonding danbridging. Oleh karenanya, perkumpulan sosial di Desa Rintis eksitensinya hanyamenggantung ke atas (negara). Dikatakan menggantung karena adanya upayaaktif dari para pemimpin perkumpulan sosial yang ada untuk mengakaitkan diridengan negara. Kondisi ini merupakan umpan balik dari pola top-down yangdikembangkan sebelumnya oleh negara. ABSTRACT This study discusses the social community in relation to the state. Byusing approach embededdness, these two elements have seen a reciprocalrelationship and cannot be separated. In that context, social association hassocial capital in Three forms: bonding, bridging, and linking. The Third entities aredeveloped in accordance with the historical background of the people, so that inevery society will be found the different proportion social capital.By using qualitative approach, data collection obtained through interviews,observation and document study. Took place in Anambas, because this regionhas just had a new local government with some distinctive characteristics. Typicalcharacteristics include: (1) located on the border of Indonesia, (2) Island territory,(3) the local government has a huge budget.In the democratization efforts, the government both in the national andlocal level strive to create an active community, which is manifested in a varietyof social associations. Desa Rintis shows how the active role of localgovernment, capable of triggering the emergence of social associations at thevillage level. This is understandable because the local government has thestructural strength through its regulations to influence society.Besides, local governments also provide cultural capitalas well asEconomic capital that is included in the relasional process between the state andsocial associations. This condition causes, the initiative of some members of theCommunity to form associations and engage in social activities.Judging from the concept of social capital, social associations in the DesaRintis have social capital that is not balanced between bonding, bridging, andlinking. Strong social associations on the linking side and weak the bonding andbridging side. Therefore, the existence of social associations in the village Rintisjust hang up (to the state). Said to hang because of the active efforts from theleaders of the social associations to involve themselves with the state. Thiscondition is the feedback from the top-down pattern that developed earlier by thestate. |
