ABSTRAK
Penelitian ini berfokus pada Praktek Perkantoran Elektronis (E-Office) yang dilakukan oleh Sekretariat Jenderal Kementerian Hukum dan HAM. Penelitian ini termasuk penelitian kuantitatif dengan metode deskriptif.Analisis Implementasi Praktek Perkantoran Elektronis ini menggunakan teori tentang komunikasi, sikap (kecenderungan), sumber-sumber, dan struktur birokrasi. Data primer diperoleh langsung dari sejumlah responden dan wawancara yang mendalam yang dilakukan kepada beberapa informan. Responden dalam penelitian ini terdiri dari 127 responden terdiri dari Pejabat eselon II, III, IV dan staf di lingkungan Sekretariat Jenderal Kementerian Hukum dan HAM. Pengumpulan data dilakukan menggunakan kuesioner, sedangkan analisis dilakukan dengan mengacu pada teori dan konsep yang digunakan.Dari analisis terhadap hasil kuesioner, disimpulkan bahwa: 1) penyelenggaraan Perkantoran Elektronis (E-Office) di Sekretariat Jenderal Kementerian Hukum dan HAM ditinjau dari kebijakan Surat Keputusan Menteri Pendayagunaan Aparatur Negara No.13/KEP/M.PAN/1/2003 implementasinya masih jauh dari yang diharapkan dan 2) upaya-upaya strategis yang harus dilakukan untuk memaksimalkan penyelenggaraan Perkantoran Elektronis (E-Office) sebagai implementasi kebijakan tersebut.Hasil penelitian menyarankan bahwa perlunya diadakan revisi terhadap Peraturan Menteri Hukum dan Ham RI Nomor M.HH-01.PL.01.01 Tahun 2012 agar tidak terjadi gap atau selisih antara Peraturan yang mengatur tentang jumlah kebutuhan yang dibutuhkan dengan jumlah barang yang ada. Selain itu perlu dilakukan sosialisasi terlebih dahulu sebelum mengimplementasikan suatu kebijakan terhadap Unit sekretariat Jenderal pada Kementerian Hukum dan Hak Asasi Manusia R.I.
ABSTRACT
This study focuses on the Practice Electronic Office (E-Office) conducted by the Secretariat General of the Ministry of Justice and Human Rights of Indonesia. This study included descriptive quantitative research methods.This Analysis of the Implementation Electronic Office Practice uses the theory of communication, attitude (inclination), resources, and bureaucratic structures. Primary data were obtained directly from the some respondents and in-depth interviews were carried out to several informants. Respondents in this study consisted of 127 respondents consisting of Echelon II, III, IV, and staff in the Secretariat General of the Ministry of Justice and Human Rights of Indonesia. The data was collected using a questionnaire, while the analysis is done with reference to the theories and concepts used.From the analysis of the questionnaire results, it was concluded that: 1) the implementation of Electronic Office (E-Office) at the Secretariat General of the Ministry of Law and Human Rights in terms of policy Decree of the Minister of State for Administrative Reform No.13/KEP/M.PAN/1/2003 implementation is still further than expected and 2) strategic efforts should be made to maximize the implementation of Electronic Office (E-Office) as the implementation of the policy.The results suggest that the need of holding the revision of Law and Human Rights Minister Regulation No. M.HH-01.PL.01.01 in 2012 in order to avoid a gap or difference between the rules governing the the amount of requirements needed by the number of items available. In addition it is necessary to be socialized prior to implementing a policy at the of Secretariat General Unit of the Ministry of Law and Human Rights of Indonesia. |
