ABSTRAK Tesis ini bertujuan meneliti faktor – faktor yang berpengaruh terhadap efektifitaspenegakan hukum kejahatan narkoba di kampung Ambon. Variabel yang dipilihsebagai variabel bebas dan secara khusus diamati selama ini yang paling dominanadalah variabel kualitas penegak hukum, kepemimpinan, dan komitmen. Sebagaidaerah yang mempunyai sejarah panjang dan turun temurun, kampung Ambonmerupakan kampung yang terkenal karena transaksi Narkoba, sejak jaman penjajahanBelanda. Penggrebekkan yang sering dilakukan kepolisian maupun BNN tidakmembuat jera dari generasi ke generasi seperti kata pepatah “gugur satu tumbuhseribu”.Kualitas penegak hukum di satuan resnarkoba harus mumpuni karena godaan danrayuan kepada para petugas baik secara halus maupun kasar terus membombardirpara anggota polisi yang tidak kuat iman. Sementara itu kepimpinan dan komitmenmerupakan dua hal penting yang berpengaruh. Penelitian ini menggunakan metodekuantitatif, dengan sampel 61 orang anggota yang pernah ikut dan terlibat dalampenegakan hukum kejahatan narkoba di kampung Ambon. Kuesioner dikembangkandalam pengumpulan data menggunakan skala Likert dengan 4 pilihan. Butirpernyataan untuk kualitas penegak hukum sebanyak 30 butir, kepemimpinan 32 butir,komitmen 25 butir, dan efektifitas penegakan hukum 29 butir. Hasil uji validitas danreliablitas butir dari 30 orang responden menunjukkan bahwa variabel kepemimpinantidak ada butir yang gugur, semuanya valid. Variabel kualitas penegak hukumsebanyak 8 butir yang gugur. Variabel komitmen 10 butir yang gugur dan varibelefektifitas penegakan hukum 4 yang gugur.Hasil uji statistik terhadap data kuesioner menunjukkan bahwa variabel kualitaspenegak hukum, kepemimpinan dan komitmen secara bersama sama berpengaruhterhadap efektifitas penegakan hukum kejahatan narkoba di kampung Ambon, denganpersentase sebesar 77,6% dengan tingkat hubungan yang sangat kuat (88,7%). Sedangkansekitar 22, 4% dipengaruhi oleh faktor lain yang tidak dijelaskan dalam model ini. Faktor– faktor lain misalnya faktor stimulus seperti penghargaan financial, kenaikanpangkat, promosi, serta ketersediaan dana dan anggaran yang memadai dalammelakukan operasi. b>ABSTRACT This thesis aims to examine the factors - which affect the effectiveness of law enforcement ofdrug crimes in the village of Ambon. Selected variables as independent variables andspecifically observed during the most dominant are the variable qualities of law enforcement,leadership, and commitment. As a region that has a long heriditary history, kampung Ambonis the village famous for its drug transactions, ever since the Dutch colonial era. Frequentpolice and BNN raids are never deterrent from generation to generation; as the saying goes"One gone, a thousand will grow."Quality of law enforcement in the unit must be sufficient because drugs narcotics of unitfaces temptation and seduction of both smooth and rough methods which continuebombarding the police officers who does not have a strong faith. Mean while the leadershipand commitment are two important issues which give most influence This study usesquantitative methods, with a sample of 61 people whom joined as members and wereinvolved in law enforcement and drug-related crime in kampung Ambon. The questionnairewas developed to collect data using a Likert scale with 4 options. The statement to the qualityof law enforcement as much as 30 points, 32 points of leadership, commitment to 25 points,and the effectiveness of law enforcement 29 points. Validity of the test results and reliabilitypoints of 30 respondents indicated that there is no leadership variable point failed, are allvalid. Variable quality of law enforcement as much as 8 points which failed. Commitmentvariables failed was 10 points and of variable effectiveness of failed law enforcement 4.Results of statistical tests on the questionnaire data indicate that the variable quality of lawenforcement, leadership and commitment altogether influenced the effectiveness of lawenforcement of drug crimes in the village of Ambon, with a percentage of 77.6% with a verystrong relationship (88.7%). The remaining 22, 4% is influenced by other factors notdescribed in this model. Factors such as stimulus factors, financial rewards, promotion ofrank, promotion, and availability of funds and adequate budget to perform the operation. |
