 Abstract
ABSTRAK
Kelurahan Bidara Cina mempunyai beberapa titik banjir serta dekat dengan aliran sungai Ciliwung. Maka dibentuklah SIBAT yang merupakan program dari kesiapsiagaan bencana berbasis masyarakat. Melalui pendekatan kualitatif, tesis ini bertujuan untuk mendeskripsikan bagaimana pelaksanaan model intervensi komunitas pada penanggulangan bencana banjir oleh SIBAT sehingga tingkat partisipasi masyarakat meningkat. Berdasarkan temuan di lapangan, pelaksanaan model intervensi komunitas oleh SIBAT pada program kesiapsiagaan tersebut berhasil disampaikan kepada warga Bidara Cina karena adanya beberapa faktor pendukung seperti: (a) adanya kerja sama elemen masyarakat; (b) kemampuan SDM; (c) kemampuan finansial; (d) keterlibatan masyarakat. Adapun kendala dalam pelaksanaan program seperti: (a) tidak paham fungsi dan tugas (b) ketidakpercayaan
ABSTRACT
Kelurahan Bidara Cina has some flooding point and close to the Ciliwung river flow. Then formed SIBAT which is a program of community-based disaster preparedness. Through a qualitative approach, this thesis aims to describe how the implementation of community intervention models in flood disaster management by SIBAT thus increasing the level of community participation. Based on the findings in the field, the implementation of the intervention model by SIBAT community preparedness program was successfully delivered to the citizens Bidara Cina due to several contributing factors such as: (a) the cooperation of society, (b) the ability of human resources, (c) the financial capability; (d) community involvement.
