Tesis ini membahas mengenai program pemberlakuan pendaftaran Fidusia dengan sistem baru yakni dengan sistem online. Dalam tesis ini, penulis membahas mengenai perbedaan sistem pendaftaran Fidusia yang lama dengan sistem pendaftaran Fidusia online, yaitu dengan mengkaji dasar hukum, kekurangan dan kelebihan masing-masing sistem, serta membahas Notaris dan akta Notaris sebagai profesi yang berkaitan dengan kebijakan ini.Berdasarkan hasil penelitian, penulis berkesimpulan bahwa program pendaftaran Fidusia online perlu disertai dengan beberapa perubahan mulai dari perubahan dasar hukum maupun perubahan dari segi teknis,untuk mewujudkan tujuan yang sesungguhnya yaitu untuk mencapai efektifitas dan efisiensi pelayanan publik. This thesis discusses the implementation of Fiduciary registration system with the new system which called, Fiduciary online registration system. In this thesis, the author discusses the differences between old system of Fiduciary registration and the new system, online registration system, by examining the legal basis, advantages and disadvantages of each system, and also Notary as a profession which related in it.Based on this research, the authors concluded that the fiduciary online registration program should be accompanied by some changes ranging from fundamental changes in the law and changes in technical terms, to achieve the real goal which is to achieve effectiveness and efficiency of public services. |
