ABSTRAK
JSPO BRI dibentuk untuk memperluas pelayanan program jaminan sosial tenaga kerja PT.Jamsostek (Persero) kepada masyarakat sebagai pelaksanaan kebijakan UU Nomor 24 Tahun 2011 tentang BPJS. Penelitian ini bertujuan untuk menganalisa implementasi kebijakan pembentukan ditinjau dari empat aspek implementasi kebijakan publik yakni faktor komunikasi, sumber daya, disposisi dan struktur birokrasi. Penelitian ini dilakukan dengan menggunakan pendekatan pos positivis untuk mencapai sebuah pemahaman yang mendalam dan menyeluruh terhadap implementasi kebijakan pembentukan JSPO-BRI sebagai kantor perwakilan BPJS Ketenagakerjaan. Pengumpulan data penelitian dilakukan melalui wawancara kepada pihak pembuat kebijakan yakni PT. Jamsostek (Persero) dan Bank BRI, serta kepada pelaksana JSPO-BRI, dan masyarakat. Hasil penelitian mengenai Implementasi kebijakan pembentukan JSPO-BRI diketahui bahwa masih banyak masyarakat dan peserta jamsostek yang belum mengetahui fungsi JSPO sehingga perlu untuk dilakukan optimalisasi komunikasi dengan melakukan sosialiasi kepada masyarakat. Secara internal perlu dibangun pemahaman mengenai pentingnya JSPO-BRI sehingga pelaksanaan tugas dan tanggung jawab masing-masing terhadap pembentukan JSPO-BRI bisa lebih maksimal.
ABSTRACT JSPO BRI was established to expand the social security service for workers service of PT.Jamsostek (Persero) considering the implementation of Law Number 24 Year 2011 regarding BPJS. This study purpose is to analyze the implementation of the policy based on four aspects, which are; the communication, resources, disposition and bureaucratic structure. This study performed by a post positivist approach to achieve a deep and thorough understanding of the implementation of policy formation JSPO -BRI as a representative office of BPJS Employment. The data collection of this research was conducted by interview research to the policy makers and the implementers on PT. Jamsostek (Persero) and Bank BRI. The research results of the establishment of JSPO BRI based on the research, known that the JSPO BRI services required socialization to the members and people on the society. Internally it is necessary to build the understanding of the importance of JSPO BRI performance for it duties and responsibilities towards the formation JSPO-BRI more optimal.
