 Abstrak

ABSTRAK
Implementasi Sistem Pengadaan Secara Elektronik (SPSE) di Pemerintah Kota
Palembang telah berjalan semenjak tahun 2011. Pemerintah Kota Palembang
berusaha untuk transparan dalam proses pengadaan barang/jasa. Serangkaian
kegiatan tersebut dimulai dari identifikasi kebutuhan barang/jasa, mempersiapkan
paket lelang, penjelasan paket lelang, melakukan lelang, sampai tanda tangan
kontrak. Tujuan penelitian ini untuk mengetahui faktor-faktor apa saja yang
mempengaruhi implementasi Sistem Pengadaan Secara Elektronik (SPSE) Bagi
Penyedia Barang Dan Jasa di Pemerintah Kota Palembang. Penelitian ini
mengadopsi model kesuksesan informasi DeLone & McLean 2003 dengan
variabel penelitian yaitu: Kualitas Sistem, Kualitas Informasi, Kualitas Pelayanan,
Kepuasan Pemakai dan Manfaat Bersih. Metodologi analisis menggunakan
Structural Equation Model (SEM) dengan bantuan aplikasi SmartPLS Versi 2.0
M3. Berdasarkan hasil uji hipotesis penelitian ini diketahui Kualitas Sistem tidak
berpengaruh secara positif pada Kepuasan Pemakai, Kualitas Pelayanan
berpengaruh positif terhadap Kepuasan Pemakai, Kualitas Informasi berpengaruh
positif terhadap Kepuasan Pemakai, dan Kepuasan Pemakai berpengaruh positif
terhadap Manfaat Bagi Organisasi.
ABSTRACT
The Implementation of Electronic Procurement System (SPSE) in the
Government of Palembang City has been running since 2011. The Government of
Palembang City is trying to be transparent for goods or services procurement
process. The part of these activities starts from the identification of goods /
services, preparation tender packages, explanation of package auction, auction
process, and the contract agreement. The purposes of this study is to determine the
factors that influence the implementation of Electronic Procurement System
(SPSE) in the Government of Palembang City. This study adopts the model of
DeLone & McLean information system success in the 2003 in which variables of
this study are: System Quality , Information Quality , Service Quality , User
Satisfaction and Net Benefits. Methodology analysis of this study using the
Structural Equation Model (SEM) with the SmartPLS Version 2.0 M3 software.
Based on the results of the hypothesis in this study, System Quality has not given
the impact positively on User Satisfaction; Service Quality has positive influence
on User Satisfaction, while Information Quality has positive influence on User
Satisfaction, and User Satisfaction has positive influence on Benefits for the
Organization.
