Abstract
Perubahan Undang-Undang Dasar 1945 telah melahirkan beberapa lembaga negara baru, yang antara lain Dewan Perwakilan Daerah Republik Indonesia. Realitas pembentukan legislasi dalam kerangka hubungan kelembagaan antara Dewan Perwakilan Rakyat dan Dewan Perwakilan Daerah belum begitu mendapatkan tempat yang semestinya seperti yang diamanatkan dalam Undang- Undang Dasar 1945. Tetapi setelah adanya putusan Mahkamah Konstitusi Nomor 92/PUU-X/2012 telah mengembalikan kewenangan Dewan Perwakilan Daerah yang sebelumnya direkduksi oleh UU No. 27 Tahun 2009 tentang MPR, DPR, DPD, dan DPRD dan UU No. 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-undangan. Hal ini membawa angin segar bagi Dewan Perwakilan Daerah, yang mana selama ini Dewan Perwakilan Daerah hanya menjadi bayangbayang dominasi Dewan Perwakilan Rakyat. Dominasi berlebihan yang dilakoni Dewan Perwakilan Rakyat ini mencederai sistem bicameral yang terbentuk untuk tujuan mulia yaitu terciptanya sistem check and balances yang baik.
