Abstract
Salah satu permasalahan krusial Jakarta adalah pemenuhan kebutuhan air yang terus meningkat. Upaya yang dapat dilakukan adalah pembangunan infrastruktur Water Supply Project (WSP) dengan memanfaatkan limpasan air dari PRASTI Tunnel. Pembangunan infrastruktur WSP PRASTI Tunnel diproyeksikan menghabiskan dana Rp 3,8 triliun dengan nilai Rate of Return (IRR) 9,8%. Nilai IRR yang berada di bawah Minimum Attractive Rate of Return (MARR) WSP sebesar 17-18% mengakibatkan tidak ada investor yang mau terlibat dalam proyek ini, sehingga dibuatlah inovasi skema finansial dan kelembagaan WSP PRASTI Tunnel berbasis Kerjasama Pemerintah Swasta (KPS).

WSP Tunnel PRASTI infrastructure development projected to cost Rp 3.8 trillion, with the Rate of Return (IRR) of 9.8%.
