ABSTRAK Tujuan penelitian ini untuk mengetahui penyebab pelaksanaan kebijakan JaminanPersalinan di kota Depok Jawa Barat yang tidak efektif dari aspek prosedural dansubstantif, yang ditunjukkan dengan pencapaian tujuan yang tidak konsisten,pemanfaatan di tahun 2011 dan 2012 yang sangat rendah, dan partisipasi BidanPraktek Swasta dalam menjalankan kebijakan yang sangat rendah. Penelitian inimerupakan penelitian deskriptif dengan metode kualitatif. Hasil dari penelitianmenunjukkan tidak terlaksananya ketentuan mengenai penerima manfaat yangdibatasi kepemilikan jaminan lain bukan kemampuan finansial dan prosedurpelayanan persalinan berjenjang dan rujukan kepada fasilitas tingkat lanjut; prosespencairan klaim atas jasa pelayanan yang lama; alokasi anggaran yang tidaksesuai dengan tingkat kebuthan; serta ketidak puasan atas kompensasi merupakanpenyebab pelaksanaan kebijakan yang tidak efektif secara prosedural. Adanyakesenjangan yang sangat tinggi antara estimasi dengan realisasi penerima manfaatdana Jaminan Persalinan dan pembatasan penerima manfaat yang tidakberdasarkan pada kepemilikan jaminan kesehatan lain, namun kemampuanfinansial yang tidak sesuai dengan prinsip universal coverage menjadi penyebabtidak efektifnya pelaksanaan kebijakan secara substantif. ABSTRAK The aim of this research is to find out the cause of the implementation of thepolicy of security fund of Childbirth in the city of Depok, West Java thatineffective from a procedural and substantive aspects, shown from theachievement of the objectives that are inconsistent, especially in the years 2011and 2012 are very low, and the participation of midwives, private practice incarrying out the policy is very low. This research is descriptive research withqualitative methods. The results of the research showed that the provisions onSecurity Fund of Childbrith beneficiaries limited by ownership of othershealthcare coverage not ability to pay healthcare service and procedures ofchildbirth stages and a reference to the Healthcare Facilies of advanced have notbeen implemented; the process of disbursement claims over a long service; theallocation of the budget that does not correspond to the level of needs; and the lowof compensation of mideives private practice to carrying out the policy are thecause of the implementation of policy procedurally ineffective. There is a veryhigh gap between estimated and actual beneficiaries security fund of childbirthand restriction of beneficiaries which are not based on ownership of other healthcoverage, but financial circumstances which do not comply with the principle ofuniversal coverage are the cause of the implementation of policy substantivelyineffective. |
