Abstrak

[ABSTRAK

Kesediaan Jerman menandatangani perjanjian Two Plus Four memiliki implikasi

terhadap penerimaan empat negara pemenang Perang Dunia II atas keberadaan

Jerman. Hal ini menunjukkan bahwa Jerman bersedia menerima syarat-syarat

yang diajukan dalam perjanjian ?Two Plus Four Agreement? tersebut sebagai

upaya membuktikan bahwa Jerman yang sekarang bukan lagi Jerman yang sama

seperti sebelum Perang Dunia II. Pendekatan neorealis yang digunakan dalam

analisis menunjukkan struktur internasional dapat mempengaruhi perilaku Negara.

Hal ini sebagaimana ditunjukkan Jerman ketika bersedia menerima Two Plus

Four Agreement yang disebabkan tiga hal, yaitu : 1). Memuluskan proses

reunifikasi, 2). Upaya menjaga stabilitas di Eropa, 3). Membangun reputasi

Jerman sebagai negara yang demokratis, bukan lagi sebagai Jerman yang fasis.

ABSTRACT

Germany's willingness to sign an agreement Two Plus Four has implications for

the acceptance of the four winning countries of the World War II. This shows that

Germany is willing to accept the terms proposed in the agreement "Two Plus Four

Agreement" as an attempt to prove that Germany is now no longer the same as

Germany before World War II. Neorealist approach used in the analysis shows the

international structure can influence the behavior of the State. It is as shown in

Germany when it is willing to accept the Two Plus Four Agreement which is due

to three things: 1). Smooth the process of reunification, 2). Efforts to maintain

stability in Europe, 3). Building a reputation of Germany as a democratic country,
