[ABSTRAK Penelitian ini berfokus pada implementasi kebijakan penolakan masuk orangasing yang terjadi di Tempat Pemeriksaan Imigrasi Soekarno Hatta. Dalampenelitian ini akan menggambarkan implementasi kebijakan yang telah berjalandan menemukan kendala-kendala yang menyebabkan implementasi belumberhasil dengan baik. Implementasi kebijakan ini kemudian dipandang dari aspekketahanan nasional. Penelitian ini adalah penelitian kualitatif dengan desaindeskriptif. Metode yang digunakan adalah dengan pengamatan langsung dilapangan, wawancara dan studi kepustakaan. Teori yang digunakan untukmenganalisis adalah teori George C. Edward III yang menganalisis implementasikebijakan berdasarkan aspek komunikasi, aspek sumber daya, aspek disposisi danaspek struktur birokrasi. Teori yang dijadikan analisis perspektif ketahanannasional yaitu aspek kesejahteraan dan aspek keamanan. Dari hasil penelitian,dapat disimpulkan bahwa : komunikasi dalam implementasi sudah berjalan cukupbaik; sumber daya dalam implementasi masih belum berjalan baik masihditemukan kendala atau kekurangan; disposisi dalam implementasi sudah berjalancukup baik; dan struktur birokrasi dalam implementasi juga belum berhasildengan baik. Hasil kesimpulan berikutnya bahwa aspek ketahanan nasionalmempengaruhi setiap penolakan yang dilaksanakan. In this study willdescribe the implementation of policies that have been run and find the constraintsthat lead to implementation have not been successful. Implementation of thispolicy is then seen from the aspect of national resilience. This study is adescriptive qualitative research design. The method used is by direct observation,interviews and literature study. The theory is used to analyze the theory of GeorgeC. Edward III who analyze policy implementation based on the communicationaspects, resource aspects, aspects of the disposition, and aspects of thebureaucratic structure. The theory is used as analytical national resilienceperspective are prosperity aspects and security aspects. From the results, it can beconcluded that: communication in the implementation has been running enoughwell; resources in the implementation is still not running good still foundproblems or deficiencies; disposition of the implementation has been goingenough well; and bureaucratic structures in the implementation has not workedwell.
