 Abstrak

[ABSTRAK
Sebagai solusi permasalahan tingkat layanan jalan terkait sering dan cepat rusak serta lambatnya perbaikan dan pemeliharaannya, Performance Based Contract mulai diterapkan pada proyek jalan di Indonesia berdasarkan manfaatnya bagi kemantapan tingkat layanan jalan semasa operasionalnya. Pengalaman di luar negeri menunjukkan keberhasilan PBC, namun pelaksanaannya di Indonesia masih dipertanyakan terkait faktor-faktor risiko regulasi dan kemampuan kontraktor terhadap keterlaksanaan kinerjanya. Penelitian dilakukan untuk memastikan faktor-faktor risiko regulasi dan kemampuan kontraktor yang dominan berikut dampaknya terhadap kinerja penerapan PBC. Hasil penelitian menyimpulkan respon risiko regulasi dan kemampuan kontraktor dapat meningkatkan kinerja penerapan PBC pada proyek jalan, sehingga tujuan penggunaan PBC tercapai.

As solution to road?s level-of-service problem due to early and often road damages along with tardy maintenance and repairs, Performance Based Contract was started to be applied for road projects in Indonesia based on its benefit for road?s level-of-service stability during its operation. Experiences abroad showed PBC successes, however its implementation in Indonesia is still being questioned due to regulation and contractor?s capacity risk factors toward its performance realization. Research is executed to confirm those dominant regulation and contractor?s capacity risk factors along with its impact on PBC performance. Research findings conclude responses to regulation and contractor?s capacity risks can improve the performance of PBC application on road project, thereof the purpose of PBC utilization is achieved.
