Tujuan dilakukannya penelitian ini adalah untuk menginvestagasi pengaruh peraturan daerah terhadap kinerja perekonomian di Indonesia. Studi ini menggunakan set data panel dari 31 Provinsi di Indonesia dalam kurun waktu tahun 2002 sampai 2009 serta mengaplikasikan metode efek tetap dalam pengestimasiannya. Dalam rangka menyediakan penjelasannyang lebih komprehensif, studi ini menggunakan tiga proxi variabel peraturan daerah yaitu jumlah peraturan daerah yang dikeluarkan, jumlah peraturan daerah yang dibatalkan, dan perbandingan (persentase/rasio) dari jumlah peraturan daerah yangdibatalkan terhadap jumlah peraturan daerah yang dikeluarkan. Hasil studi ini menunjukan bahwa peraturan daerah berpengaruh negative terhadap kinerja perekonomian. Namun demikian, koefisien dari variabelperaturan daerah tersebut tidak signifikan. Secara umum dapat disimpulkan bahwatidak terdapat bukti yang cukup bukti bahwa peraturan daerah dapat mempengaruhi kinerja perekonomian. Selain itu, studi ini juga mengklasifikasikan daerah/provinsi menjadi dua bagian. Bagian pertama adalah daerah yang memiliki GRDP di atas rata-rata diklasifikasikan menjadi daerah yang kaya, dan begitupula sebaliknya daerah yang memiliki GRDP di bawah rata-rata diklasifikasikan menjadi daerah yang miskin. Berdasakan pengklasifikasian ini, diperoleh hasilbahwa pengaruh peraturan daerah di kedua bagian daerah tersebut bervariasi.
ABSTRACT
The aim of this study is to investigate the impact of regional regulation on economic performance in Indonesia. This study uses a panel data set of 31Provinces in Indonesia during the period of 2002 to 2009 and applies fixed effect method for its estimation. In order to provide better explanation, this study alsouse three proxies of regional regulation variables which are the number of regional regulation, the number of revoked regional regulation, and ratio of the revoked regional regulation to the existing regional regulation.The result of this study shows that regional regulation negatively affects economic performance. However, the coefficient of regional regulation is insignificant. In general, it can be concluded that there is not enough evidence to claim that regional regulation affect economic performance.
