ABSTRAK Ketahanan energi nasional merupakan aspek penting di dalam kelangsumganpembangunan nasional. Ketergantungan terhadap energi fosil yangketersediaannya semakin berkurang telah menyebabkan peningkatan harga bahanbakar minyak. Nuklir merupakan pilihan alternatif sumber energi listrik yangdapat dipertimbangkan dalam konteks bauran energi. Studi pemilihan tapak PLTNdi Indonesia sudah dimulai sejak tahun 1990-an di Jepara. Pada tahun 2010, studiawal tapak PLTN dilakukan di Provinsi Bangka Belitung, tepatnya di BangkaBarat dan Bangka Selatan. Salah satu aspek yang perlu diperhatikan dalamkonstruksi PLTN adalah adanya dampak radiologi terhadap masyarakat akibatpotensi lepasan material radioaktif ke atmosfer melalui cerobong. Dalam kajianradiologi lepasan zat radioaktif ke lingkungan dari suatu instalasi nuklir, polasebaran polutan merupakan faktor penting yang perlu dipertimbangkan. Penelitianini mengkaji pengaruh tinggi lepasan efektif dan jumlah sumber lepasan terhadappola sebaran zat radioaktif. Dari hasil perhitungan, dispersi zat radioaktif pada tiaplokasi tapak (Bangka Barat dan Bangka Selatan) memiliki pola yang berbeda.Pola sebaran zat radioaktif pada masing-masing tapak dipengaruhi oleh frekuensidistribusi arah dan kecepatan angin. Distribusi spasial zat radioaktif untuk variasiketinggian lepasan (40, 60 dan 80 meter) pada lokasi tapak yang sama memilikikecenderungan yang sama, namun tinggi lepasan yang lebih rendah menghasilkankonsentrasi maksimum zat radioaktif yang lebih tinggi. Konsentrasi zat radioaktifdi udara baik di Bangka Barat maupun Bangka Selatan jauh di bawah baku tingkatradioaktivitas yang ditetapkan oleh badan pengawas. Semakin banyak jumlahsumber lepasan menyebabkan dosis individual yang diterima oleh representativeperson semakin besar. Selain dipengaruhi oleh besarnya konsentrasi zat radioaktifdi udara, besarnya dosis individual juga dipengaruhi oleh perilaku (habit) darirepresentative person. Pada kajian ini, representative person di Bangka Barat danBangka Selatan adalah anak-anak yang tinggal dan bersekolah di dekat tapak sertamemakan produk lokal dengan dosis maksimum 3,40 μSv/tahun dan 6,29μSv/tahun. Pembatas dosis untuk lepasan atmosferik zat radioaktif ditentukan 0,08mSv/tahun yang diturunkan dari nilai batas dosis anggota masyarakat danpembatas dosis anggota masyarakat yang ditetapkan oleh BAPETEN sertamempertimbangkan kontribusi kegiatan pada tapak yang berpotensi memberikandosis radiologi dan lepasan akuatik zat radioaktif. Berdasarkan pembatas dosislepasan atmosferik yang ditetapkan, perhitungan batas lepasan atmosferikdilakukan untuk pedoman operasional fasilitas PLTN sebagai bentuk optimisasiproteksi dan keselamatan radiasi. ABSTRACT National energy sustainability is an important aspect in the continuity of nationaldevelopment. Dependency on fossil energy which is getting smaller in itsavailability has led to an increasing of fuel prices. Nuclear energy is an alternativesource of electricity that can be considered in the context of energy mix. Study onsite selection of nuclear power plant in Indonesia has been started since 1990 inJepara. In 2010, initial studies on nuclear power plant sites conducted in theprovince of Bangka Belitung, especially in the West and South Bangka. One ofconsidered aspect in the construction of nuclear power plants is the radiologicalimpacts on the community due to the potential discharges of radioactive materialto the atmosphere through the reactor stack. When determination on radiologicalimpact of radioactive material into the environment, the distribution pattern of thepollutants is an important factor that should be considered. This study examinesthe effect of effective release height and the number of discharge sources on theradioactive materials distribution. Based on calculation results, dispersion ofradioactive materials at each site (West Bangka and South Bangka) have adifferent pattern. The dispersion pattern of radioactive materials in each site isinfluenced by the frequency distribution of wind direction and speed. Spatialdistribution of radioactive materials for variable of release height (40, 60 and 80meters) on the same site has same tendency, but lower release height causeshigher maximum concentration of radioactive materials. Air concentration in theWest Bangka and South Bangka are below radioactivity standard level determinedby the regulatory body. Number of sources contribute to individual doses receivedby the representative person. In addition influenced by air concentration ofradioactive materials, individual dose is also influenced by habit of representativeperson. In this study, representative person in the West Bangka and South Bangkaare children who live and school near the site and consuming local products with amaximum dose of 3.40 μSv/year and 6.29 μSv/year. Dose constraint foratmospheric releases of radioactive materials is specified of 0.08 mSv/yearderived from dose limit and dose constraint for members of the public set byregulatory body and consider public activities at the site that could potentiallycontribute to radiological doses and aquatic releases of radioactive materials.Based on this dose constraint, calculation of discharge limit is performed as aoperational guidance for nuclear power facility and a form of optimization onradiation protection and safety. |
