[ABSTRAK Tesis ini membahas mengenai strategi yang dijalankan oleh Amerika Serikat dalam kampanye globalnya untuk memerangi terorisme sejak serangan 911 yang difokuskan pelaksanaanya di Pakistan dan Indonesia. Kerja sama yang terjalin dalam pemberantasan yang terjalin oleh Amerika Serikat kepada Pakistandan Indonesia tetap diwarnai tindakan sepihak Amerika Serikat untuk melakukanserangan atau agresi militer ke dalam wilayah Pakistan, sedangkan Indonesia yang relatif lemah angkatan bersenjatanya Amerika Serikat tetap mengedepankankerjasama penuh kepercayaan. Faktor-faktor yang menjadi pertimbangan pengambil keputusan dalam pelaksanaan agresi militer di Pakistan dan kerjasamadi Indonesia akan dikupas termasuk faktor-faktor dari sisi Amerika Serikat sendiri. Analisis dalam tesis ini menggunakan dasar pemikiran konsep strategiyang terdiri dari berbagai faktor dan antara faktor-faktor tersebut saling mempengaruhi.
