[ABSTRAK Tesis ini mengevaluasi kebijakan Reoperasionalisasi Bandara HalimPerdanakusuma (HLP) untuk mengurangi Kepadatan Bandara InternasionalSoekarno-Hatta (CGK). Penelitian ini adalah penelitian kuantitatif dengan desaindeskriptif. Hasil penelitian mengungkapkan tidak berkurangnya kepadatan CGKsetelah diimplementasikannya kebijakan reoperasionalisasi HLP danmerekomendasikan penegakan disiplin pemanfaatan slot time oleh maskapaipenerbangan; penetapan kuota pemanfaatan slot time per season besertasanksinya; pembenahan sistem antrian dan pengenaan landing fee yang samauntuk seluruh tipe pesawat pada jam sibuk; penerapan sistem dan prosedur operasibandara secara sistemik dan komprehensif; moratorium penambahan rutepenerbangan baru; dan pemberlakuan parking fee progresif; ABSTRACT The focus of this study is the change in the congestion of The International Airportof Soekarno-Hatta (CGK) after the reoperationalization of Halim PerdanakusumaAirport (HLP).
