Dalam kenyataan sekarang ini, Indonesia dilanda sebuah krisis, krisis inibukan dilahirkan dari perhitungan keuangan negara ataupun pengaruh naikturunnya nilai rupiah terhadap dollar, tetapi diakibatkan oleh sebuah fenomenakrisis yang dihadapi oleh pemerintah yang mengakibatkan ketidakpercayaanmasyarakat terhadap upaya yang dilakukan pemerintah. ketidakpastian politiknasional yang selalu digoncang dengan berbagai isu kejahatan para pejabatpemerintah. Kondisi politik ini sangat berpengaruh terhadap stabilitas negara baiksecara politik, ekonomi, sosial, dan budaya sangat dipengaruhi oleh suhu politikyang ada di negeri ini. Selama perpolitikan tidak stabil, negara ini tidak bisamelakukan langkah pembangunan secara maksimal karena para elit bergulatdengan masalahnya sendiri-sendiri. yaitu ketidakpercayaan rakyat terhadappemerintah dapat dilihat juga dari lahirnya ormas-ormas yang sering melakukanmain hakim sendiri. Ormas ini merupakan wujud ketidakpercayaan masyarakatakan pemerintah. Pemerintah dianggap tidak bisa mengakomodasi kepentinganatau keamanan mereka sehingga mereka membentuk organisasi yang dianggapdapat menyalurkan aspirasi mereka. Organisasi seperti Forum Pembela Islam(FPI), Pemuda Pancasila (PP), Forum Betawi Rempug (FBR), dan ForumKomunikasi Anak Betawi (FORKABI) adalah usaha mereka mempertahankankepentingan golongan mereka. Keberadaan organisasi ini juga dapat dianggapsebagai ?negara dalam negara?, karena mereka melakukan tindakan yang seringtidak sesuai dengan prosedur hukum di Indonesia. Karena hal tersebutlah Polridiwajibkan untuk berperan dalam hal penegakan hukum dan pengenaan sanksipidana menurut KUHP bagi pelaku-pelaku yang terlibat dalam kekerasan antarOrmas.
