Setiap warga negara Indonesia memiliki hak dan kewajiban yang telah dijamin oleh negara seperti yang tertera pada Undang-Undang Republik Indonesia. Salah satu hak tersebut yaitu tiap warga negara berhak mendapatkan pelayanan kesehatan yang aman, bermutu, serta terjangkau. Berdasarkan hak tersebut, pemerintah pusat berkewajiban untuk memenuhinya yaitu dengan cara melakukan pembinaan, pengawasan dan pengendalian terhadap sarana dan tenaga pelayanan kesehatan. Suku Dinas Kesehatan Jakarta Barat merupakan instansi pemerintah yang memiliki tanggungjawab dalam pelaksanaan binwasdal (pembinaan, pengawasan, dan pengendalian) upaya-upaya kesehatan di Jakarta Barat. Apoteker berada di Seksi Sumber Daya Kesehatan dimana memiliki 3 kegiatan utama yaitu berhubungan dengan tenaga kesehatan, farmakmin (farmasi, makanan, dan minuman), dan standarisasi mutu kesehatan. Sasaran mutu dari seksi SDK adalah jumlah obat kedaluwarsa 0% dan waktu yang dibutuhkan untuk proses perizinan paling lama 15 hari kerja. Puskesmas adalah unit pelaksana teknis dinas kesehatan kabupaten/kota yang bertanggung jawab menyelenggarakan pembangunan kesehatan di suatu wilayah kerja. Sistem pengelolaan obat di puskesmas adalah perencanaan, pengadaan, penerimaan, penyimpanan, distribusi, pencatatan dan pelaporan, dan evaluasi.

Every Indonesian citizen has rights and obligations that have been guaranteed by the state as indicated on the Law of the Republic of Indonesia. One of the right is every citizen is entitled to health care that is safe, quality, and affordable. Based on this right, the central government is obliged to fulfill it by doing coaching, supervision and control of facilities and health care personnel. Suku Dinas Kesehatan Jakarta Barat is the government agency that has responsibility for the implementation of binwasdal (coaching, supervision, and control) health efforts in West Jakarta. Pharmacists are in the Section of Health Resources which has three main activities related to health personnel, farmakmin (pharmaceutical, food, and beverages), and health quality standards. Quality objectives of SDK Section is the number of expired drugs is 0% and the time required to process permits a maximum of 15 working days. Puskesmas is a districts/cities technical unit health that are responsible for organizing health development in a work area.
